The meeting was called to order by Chair Dr. Haysam Dawod at 5:30.
Roll Call (Item 1). Present: Chair Dr. Haysam Dawod;Vice-Chair Karon Connelly,Alicia Benavidez,
Ken Bung, Harry Hallows, Drue Jones, and Rick Milby. Absent: Larry White and Rod Wolthoff.
City Staff in attendance:Assistant City Attorney Lisa Aguilar.
Review and approval of February 18 2016 Minutes (Item 2). A motion to approve minutes was
made by Ken Bung, second by Alicia Benavidez. All in favor; none opposed. Motion passed.
Discussion and possible action regarding Ethics complaint filed by Webster Pell (Item 7). The
Commission reviewed an Ethics complaint filed by Webster Pell on March 10, 2016 regarding
Councilmember McIntyre to determine whether to hold a hearing on the complaint. The
Commission discussed that the Commission procedures required a hearing unless there was a
unanimous vote to deny complaint. The members utilized the Commission checklist to review
the complaint. Several members (Ms. Connelly, Mr. Hallows, and Ms. Benavidez) were in favor
of holding a hearing on the complaint. Several members were not in agreement to hold a hearing
(Ms.Jones, Mr. Bung and Dr. Dawod). Mr. Milby abstained. The Chair directed to set a hearing
based on the procedures. Hearing was scheduled for March 28, 2016 at 6:00 pm.
Motion to table items 4._5 and 6 made by Mr. Hallows, second by Mr. Milby. All in favor. Motion
passed.
Item 4 (Review"Improving the Code of Ethics" powerpoint by Jon Mureen)
Item 5 (Discussion of concerns with or requested changes to the City's Code of Ethics)
Item 6{Discussion and possible action regarding Ethics Commissioners length of term
Discussion and possible action regarding_hiring independent legal counsel pursuant to Ethics
Code Section 2-327. (Item 3) Motion made by Ms. Connelly, second by Mr. Bung, to designate
Paul Dodson as independent legal counsel in accordance with City ordinance. Dr. Dawod
abstained from this vote. All in favor; none opposed. Motion passed.
Public Comment. There was no public comment.
Identification of next Ethics Commission meeting. The next meeting will be special meeting on
March 28, 2016 at 6:00 pm.
Adiournment. The meeting was adjourned at approximately 7:05.
The foregoing minutes of the meeting of the Ethics Commission were approved on April 21, 2016, by the Ethics
Commission.
