ACM Conference Room-5th Floor City Hall—1201 Leopard Street
The meeting was called to order by Chair Dr. Haysam Dawod at 5:30.
1. Roll Call. Present: Chair Dr. Haysam Dawod; Vice-Chair Karon Connelly, Alicia
Benavidez, Ken Bung, Harry Hallows, Larry White and Rod Wolthoff. Absent: Drue Jones, and
Rick Milby. City Staff in attendance:Assistant City Attorney Lisa Aguilar.
2. Discussion and possible action regarding hearing procedures related to ethics complaint
filed by Webster Pell.
The Commission reviewed the hearing procedures to prepare for the upcoming hearing. The
procedures require the Chair to read the Ethics Code provision at issue but the complaint did not
reference any specific Ethics Code section. The Commission discussed that, at the hearing, this
would reference the Preamble to the Ethics Code.
3. Discussion andossible action regarding ethics complaint filed by Webster Pell
Assistant City Attorney advised that notices for the hearing had not yet been sent. Motion made
by Mr. Bung, second by Mr. Hallows to reschedule the hearing regarding the March 10 Pell
complaint for March 30, 2016 at 6:15 pm.
4. Discussion and possible action regarding ethics complaint filed by Bryant Samperi. The
Commission discussed the complaint. Motion made by Ms. Connelly, second by Mr. White, to
deny the complaint. All in favor. None opposed. Motion carried.
The foregoing minutes of the meeting of the Ethics Commission were approved on April 21, 2016, by the Ethics
Commission.
