The meeting was called to order by Chair Dr. Dawod at 5:30.
Item 1 -- Roll Call. Present: Chair Dr. Dawod, Vice-Chair Karon Connelly, Alicia Benavidez, Ken
Bung, Harry Hallows, Drue Jones, Larry White and Rod Wolthoff. Absent: Rick Milby. City Staff
in attendance: Assistant City Attorney Lisa Aguilar.
Item 2 -- Review and approval of Minutes. A motion to approve 4/21/2016 minutes was made
by Rod Wolthoff, second by Ken Bung. All in favor; none opposed. Motion passed.
Item 3—Review"Improving the Ethics Code" powerpoint report by Jon Mureen. The Commission
completed the review of the Mureen report and concluded that the current City Code Ethics has
no significant gaps. The Commission discussed preparing a presentation for City Council and work
session with Chair, Vice-Chair, and Mr. White.
Item 4—Discussion of concerns with or requested changes to the City's Code of Ethics. Mr. White
suggested additional change regarding false statements. After discussion, the Commission
discussed that the topic was covered under Section 2-311(15). No action taken.
Item 5 -- Discussion and possible action regarding hiring independent legal counsel pursuant to
Ethics Code Section 2-327. The Commission tabled this item to next meeting.
Item 6 — Discussion and possible action regarding amendments to the Ethics Complaint forms.
Mr. White made motion to remove "Candidate for office" from the form, second by Vice-Chair
Connelly. All in favor, none opposed. Motion passed. The Commission tabled further discussion
on this item to next meeting.
Item 7—Discussion and possible action regarding residency requirements to file a complaint. The
Commission discussed but took no action on this item.
Item 8 — Discussion and possible action regarding definition of resident for purposes of City
Charter Article II provisions applicable to council members from single member districts. The
Commission reviewed the Election Code Section 1.015 definition of residence. Mr. Wolthoff
made a motion, second by Vice Chair Connelly, to have a letter from the Chair to the Council to
consider defining residency by ordinance for purposes of City Council single member district.
Item 9 -- Public Comment. There was no public comment.
Item 10-- Identification of next Ethics Commission meeting. The next regular Ethics Commission
meeting is Thursdays June 16, 2016.
Item 11—Identification of items to be placed on the next meeting's agenda. Continued discussion
of items 3, 4, 5, 6, and 8.
Item 12 -- Adiournment. The meeting was adjourned at approximately 7:07.
