The meeting was called to order by Chair Dr. Haysam Dawod at 5:30 pm.
1. Roll Call. Present: Chair Dr. Haysam Dawod; Vice-Chair Karon Connelly, Alicia
Benavidez, Ken Bung, Harry Hallows, Drue Jones, and Larry White. Absent: Rick Milby
Recusal: Rob Bailey. City Staff in attendance: Assistant City Attorney Lisa Aguilar.
2. Ethics Commission Hearing regarding Ethics Complaint filed by Laura Bellew against
Director of Intergovernmental Relations Tom Tagliabue.
The parties were sworn in. The Commission conducted the hearing in accordance with the
Commission's hearing guidelines. The complainant and the respondent were present, and each
was provided opportunity to address the complaint before the Commission. In addition, the
Commission heard from attorney John Bell on behalf of the respondent who provided historical
background for the provisions of the Ethics Code that were alleged in the complaint.
Mr. White made a motion to find that the respondent violated Paragraph 15 of the Code of Ethics
in engaging in conduct bringing discredit to the City, but no further action is required. Second by
Mr. Bung. Mr. White and Mr. Bung voted in favor; Mr. Hallows abstained. The motion failed.
Ms. Connelly made a motion to deny the complaint. Ms. Benavidez seconded. Mr. Hallows, Ms.
Benavidez, Ms. Connelly and Ms. Jones voted in favor. The motion passed.
3. Public comment. No public comment.
4. Adjournment. The meeting was adjourned at approximately 6:45 pm.
The foregoing minutes of the special meeting of the Ethics Commission were approved on August 18, 2016, by
the Ethics Commission.
