The meeting was called to order by Chair Dr. Haysam Dawod at 5:30 pm.
1. Roll Call. Present: All members present. Chair Dr. Haysam Dawod; Vice-Chair Karon
Rob Bailey, Alicia Benavidez, Ken Bung, Harry Hallows, Drue Jones, Rick Milby and Larry
White. City Staff in attendance: Assistant City Attorney Lisa Aguilar.
2. Ethics Commission Hearing regarding Ethics Complaint filed by Karen Grassedonio
against Councilmember Chad Magill.
The parties were sworn in. The Commission conducted the hearing in accordance with the
Commission's hearing guidelines. The complainant and the respondent were present, and each
was provided opportunity to address the complaint before the Commission. In addition, the
Commission heard from attorney Tony Canales on behalf of the respondent and David Loeb on
behalf of the complainant.
Ms. Connelly made a motion to deny the complaint. Mr. Milby seconded. Mr. Bailey, Ms.
Benavidez, Ms. Connelly, Ms. Jones, Mr. Milby voted in favor of denial. Mr. Bung and Mr. White
voted against denial. Mr. Hallows abstained. The motion passed.
3. Recognition of Service by Mr. Bung and Mr. Hallows. The Commission expressed
appreciation to Mr. Bung and Mr. Hallows for their service to the Ethics Commission.
4. Welcome to new Commissioner Richard "Greg" Hood.
5. Public comment. No public comment.
6. Adjournment. The meeting was adjourned at approximately 7:50 pm.
The foregoing minutes of the special meeting of the Ethics Commission were approved on October 20, 2016, by
the Ethics Commission.
