The meeting was called to order by Ms. Connelly at 5:30. Dr. Dawod arrived at 6:00
Item 1-- Roll Call. All Ethics Commissioners were present except Drue Jones. Absence excused.
City Staff in attendance:Assistant City Attorney Lisa Aguilar.
Item 2-- Review and approval of Minutes of 10/20/2016
Mr. Bailey made motion to approve Minutes;second by Mr.White.All in favor. Motion passed.
Item 3—Discussion and vossible action regard inEthics Code amendments.
No action taken.
Item 4—Discussion and nossible action regarding Independent legal counsel.
Motion to table by Mr. Bailey;second by Mr. Milby.All in favor. Item tabled to next meeting.
Item 5 — Discussion and possible action regarding ex arte communications. Ms. Connelly
provided information for discussion and review. No action taken.
Item 6. Discussion and Possible action regarding checklist for review of complaints and hearing
guidelines. Discussed that both parties should have copy of the complaint and response,to be
provided by the Legal Department. No action taken.
Item 7. Discussion and-Possible action regarding Ethics Complaint filed by Alan Gu enheim
against Council Member Mark Scott. No response received yet from the Council Member and
the ten-day period for response to the complaint ends on November 19, 2016. Therefore, no
action was taken on the complaint.The Commission scheduled a special meeting for November
22, 2016 to review the pending complaint.
Item 8. Public Comment. There was no public comment.
Item 9-- Identification of next Ethics Commission meeting. The next Ethics Commission meeting
Is November 22, 2016 (special meeting).
Item 10--Identification of items to be placed on the next meeting's agenda. Special meeting to
consider the complaint.
Item 11-- Adiournment. The meeting was adjourned at approximately 6:15 p.m.
The foregoing minutes of the Ethics Commission were approved on January 19,2017 by the
Ethics Commission.
