The meeting was called to order by Dr. Dawod at 5:30.
Item 1 -- Roll Call. All Ethics Commissioners were present except Rick Milby. Absence excused.
City Staff in attendance:Assistant City Attorney Lisa Aguilar.
Item 2— Review and aparoval of Minutes of 11 17 2016 and 11/22/2016.
Ms. Connelly made motion to approve Minutes; second by Mr. Rogers. All in favor. Motion
passed.
Item 3—Discussion and Possible action regarding Ethics Code amendments.
The Commission discussed some followup questions raised during the City Council meeting.
section. In particular, the Commission discussed proposed amendment regarding an entity for
which the City official or employee serves as an officer or director or in any other policy making
position; the proposed amendment prohibiting influence involving a contract or business
transaction involving a political contributor; and the proposed amendment prohibiting
participation in appointments due to campaign contributions of $2700 or more. The
Commission made no changes to their proposed amendments; no action taken.
Item 4—Discussion and possible action regarding Independent legal counsel
Motion to table by Ms. Connelly; second by Mr. Bailey. All in favor. Item tabled to next
meeting.
Item 5—Discussion regarding information provided to Planning Commission.
Mr. Rogers made motion to table; second by Ms. Connelly. All in favor. Item tabled to next
meeting.
Item 5. Discussion and possible action regarding Annual Report. No action taken.
Item 7. Public Comment. There was no public comment.
Item 8— Identification of next Ethics Commission meetin . The next Ethics Commission
meeting is February,W, 2017. The Commission requested a 2017 calendar of regular meeting

Item 9—Identification of items to be placed on the next meeting's agenda. Items 4 and S.
Item 10-- Adiournment. The meeting was adjourned at approximately 5:15 p.m.
