Minutes of the Ethics Commission Meeting on February 21, 2019

Agenda Item 1. Roll Call. The meeting was called to order by Chair Drue Jones at 5:30 p.m. All
present except Rob Bailey (excused), Greg Hood (excused), and Edward Sample (excused). Asst.
City Atty. Lisa Aguilar present.
Agenda Item 2. Review and approval of Minutes. All in favor. Motion passed.
Agenda Item 3. Public Comment. No public comment received.
Agenda Item 4. Discussion and possible action regarding City code of Ordinances Sections 2-
340 through 2-349 regarding Financial Disclosure reporting.
A. The Commission reviewed and discussed the following proposed amendments to City Code
Section 2-340:
DIVISION 3. -FINANCIAL DISCLOSURE
Sec.2-340.-Required reports.
On or before the last Friday of April March of each year, reporting officials shall file with the
city secretary an annual report of financial information covering January 1 through December 31 of
the previous year. Council members and planning commission members shall also file with the city
secretary a supplemental report of financial information by the last Friday of July of each year
covering the most recent January 1 through June 30. Those reportir�q officials who have r�o
changes to report since their most recent complete report may, ire lieu of filir�rJ a complete report,
file a short form cial disclosure form within

Mr. Rogers made motion to recommend changes to Section 2-340 as presented, second by Mr.
Heavilin. All in favor; motion passed.
B. The Commission also reviewed and discussed the following proposed amendments to City
Code Section 2-342:
Sec.2-342.-Content of reports.
The reporting officials shall utilize the report forms provided by the City secretary. The reports
required shall contain the following information for the reporting period by separate listing. In this
section, the report for the reporting official shall include all such information for the reporting
official's spouse, but information relating to the spouse need not be segregated from that relating
to the reporting official. ...
(i} A statement whether the reporting official, or any of his or her immediate family, have a
personal, professional, or financial interest in any entity, contract, or business, or a personal or

Mr. Rogers made a motion to recommend changes to Section 2-342 as presented; second by Mr.

C. The Commission then reviewed and discussed the following proposed amendments toCity
Code Section 2-344:

Axel. All infavor. Motion passed.
Agenda Item S. Discussion and possible action regarding City Code of Ethics.
The Commission reviewed the Ethics Code via povverpoint presentation.
Agenda Item 6: Identification of items to be placed on the next meeting's agenda.
The Ethics Commission discussed including the following topics: Ethics Code frequently asked
questions; attendance/absenteeism policy; and update on Ethics training provided to City
employees.
Agenda Item 7: Adjourn.
The meeting was adjourned atapproximately 6:45 p.m.
