The members present were: Chair Garry Bradford, Vice-Chair Gloria Perez,-the-Rev. Dr.
Raymond Kiser, Craig Reynolds, Herbie Garcia, Jr., and Fred Haley. Eduardo Hinojosa and
Derrick Reaves were absent. City Attorney Jimmy Bray was present.
Derrick Reaves called to say that he had a conflict performing pastoral duties; his absence
was excused by the Commission.
The Commission discussed inclusion of Texas Election Code Section 255.003 in the
City's Ethics Code. The Commission approved a motion directing the City Attorney to draft
language incorporating Section 255.003 in the City Ethics Code for consideration at the
Commission's next meeting.
The Commission discussed feedback from its handling at its last meeting of the complaint
against Mayor Loyd Neal. The feedback was positive.
The Commission asked the City Attorney to furnish to all members before the next
meeting the Common Cause model ordinance provisions obtained by Fred Haley.
The Commission set the next meeting date, which will be the annual meeting, on
Wednesday, July 25, at 5:30 p.m. Reverend Kiser advised that he will be out of the country at
that time, and Gloria Perez advised that she will be out of town at that time.
The Commission directed the City Attorney to draft language amending the Ethics Code
to require the annual meeting in July, rather than the last Wednesday in July.
The Chairman solicited public comment. Mr. Jack Gordy recommended that Section
255.003 of the Election Code be added to the City Ethics Code as Section 2-311 (3) (a&b).
The meeting was adjourned at 6:33 p.m.
