The members present were: Chair Garry Bradford, Vice-Chair Gloria Perez, Eduardo
Hinojosa, Raymond Kiser, Craig Reynolds, and Rick Fredrickson. Members Derrick Reaves,
Fred Haley, and Herbie Garcia, Jr. were absent. City Attorney Jimmy Bray was present.
The following absences were excused for this meeting upon request prior to the meeting:
Derrick Reaves (pastoral business) and Fred Haley (personal business).
The Commission approved the minutes of its August 9, 2001 meeting as submitted.
Chair Bradford reported that he had reviewed the campaign finance reports. He did not
personally observe any discrepancies. He noted the comment at the last meeting regarding
Council Member Scott's reporting of an expenditure out of campaign funds to reimburse the City
for travel expenses to Singapore and Denver for City business. Jimmy Bray reported that the
expenditure was not prohibited because Election Code Section 253.035 prohibits campaign funds
from being converted to "personal use," which means "a use that primarily furthers individual or
family purposes not connected with the performance of duties or activities as a . . . holder of
public office." Use of campaign funds for City business does not constitute personal use.
The Commission set the next meeting date for November 8, 2001 at 5:30 p.m.
The meeting was adjourned at 5:45 p.m.
