The members present were: Vice Chair Gloria Perez, Fred Haley, Eduardo Hinojosa, Derrick Reaves, Raymond Kiser, Herbie Garcia, Jr., and Rick Fredrickson. Craig Reynolds was absent. City Attorney Jimmy Bray was present. The minutes of the August 8 and September 12, 2002 meetings were approved. The Commission elected Gloria Perez as Chair to replace Garry Bradford who resigned. The Commission elected Ray Kiser as Vice Chair. The Commission discussed the utility of reviewing State Ethics Commission opinions and past local cases as educational tools. The Commission discussed the role of the Commission in initiating business versus waiting for complaints to be brought to it. Jimmy Bray was asked for his recommendation in connection with the suggestion at a previous meeting that a violation of the city charter should be made an ethics code violation. Mr. Bray recommended against the proposal because it would place a judicial function, the interpretation of the charter, on a body not equipped for that function, which is properly left to the courts. The Commission asked Mr. Bray to provide information at the next meeting on training being provided to city employees on the Ethics Ordinance, and on pamphlets summarizing ordinance provisions. The Commission approved a new schedule for regular meetings every other month, in January, March, May, July, September, and November, with special meetings'to be called as needed.
