The members present were: Chair Gloria Perez, Vice Chair Raymond Kiser, Fred Haley,
Eduardo Hinojosa, Herbie Garcia, Jr., and Rick Fredrickson. Craig Reynolds, Derrick Reaves,
and Michelle Thomas were absent. City Attorney Jimmy Bray was present.
The Commission excused the absences of Craig Reynolds, Derrick Reaves, and Michelle
Thomas due to conflicting meetings.
The minutes of the November 14, 2002 meeting was approved.
Jimmy Bray made a presentation on dissemination of information about the Ethics Code
to City officers and employees. He distributed a handout which has been distributed to new
employees ever since the ordinance was passed in 1989. He said that a full copy of the
ordinance is provided to board and commission members and Council candidates. He also
provided information about how ethics complaints are made with respect to employees.
It was noted that the next Commission will be March 13 in accordance with the
Commission's adopted policy of meeting every other month.
There was no public comment.
Raymond Kiser asked that the minutes reflect the Commission's appreciation for Jimmy
Bray's service, as this would be his last meeting before retirement.
The meeting adjourned at 6:03 p.m.
