The members present were: Chair Gloria Perez, Fred Haley, Raymond Kiser, &r ' 0, e
Reaves, and Craig Reynolds. Rick Fredrickson, who is recovering from surgery w.
absent. Acting City Attorney R. Jay Reining and Assistant City Attorney Lisa Aguilar
were present.
The Commission approved the minutes of January 9, 2003 and March 13, 2003
meetings.
The Acting City Attorney reviewed the City Charter and Code of Ordinance provisions
relating to the participation of City employees in council elections.
The Acting City Attorney discussion issues that had been recently raised about the
outside employment of some City employees, and presented a draft amendment to the
Ethics Rules for the Commission's review and consideration at a future meeting.
The Acting City Attorney presented draft amendments to the Ethics Rules that had been
requested by the Commission at the May 8, 2003 meeting relating to contracts between
the City and City Employees' spouses. The draft will considered at a future meeting.
The next meeting was scheduled for September 11, 2003. The Commission plans on
reviewing the financial disclosure reports that were filed with the City Secretary at that
meeting.
During public comment, Mr. Bill Koepeke made comments on three matters, including
the fact the City Secretary's staff does not work for the City Manager, a question as to
whether the restrictions in the Ethics Code relating to City employees applied to
members of the City Council, and the impropriety of hiring of Tom Utter as a temporary
full-time City employee so he would not have to register as a lobbyist.
