The members present were: Chair Gloria Perez, Fred Haley, Raymond Kiser and Craig
Reynolds. Rick Fredrickson, who is recovering from surgery, was absent. Derrick
Reaves was absent due to his Air Force Reserve duty out of town. Acting City Attorney
R. Jay Reining and Assistant City Attorney Lisa Aguilar were present.
The Commission approved the minutes of July 10, 2003.
The Acting City Attorney reviewed the draft Code of Ordinance provisions relating to
outside employment of City employees. The Commission approved the draft and
forwarded the ordinance to City Council for its consideration.
The Acting City Attorney reviewed the draft Code of Ordinance provisions relating to
contracts between the City and employee's spouses. Public comment was received
from Neal Trolinger, Herbie Garcia and Priscilla Chapa. The Commission approved
motion to table the draft until the next meeting.
The Commission reviewed campaign filings.
At the next regular meeting on November 13, 2003, the Commission will review annual
Ethics Commission report.
Public comment was received from Herbie Garcia and Neal Trolinger regarding action
on the draft Code of Ordinance provision relating to contracts between the City and
employee's spouses.
The Commission approved a special meeting within next two weeks to discuss the draft
Code of Ordinance provisions relating to contracts between the City and employee's
spouses.
The meeting was adjourned at 6:55 p.m.
