The members present were: Chair Gloria Perez, Terry Carter, Robert Corrign, Jam9 t r .
Cramer, Joe Guzman, Fred Haley, Rick Marcantonio, Harlan Heitkamp and Den-ic1
Reaves. City Attorney Mary Kay Fischer was present.
The Commission approved the minutes of the August 19, 2004 meeting.
Each member introduced themselves and briefly discussed their background.
Fred Haley was nominated and unanimously elected Vice-Chairperson.
City Attorney Fischer discussed the Ethics Commission Annual Report that was filed
with the City Secretary.
City Attorney Fischer discussed Section 2-61, Meetings —Absences and advised the
Commission that it is only considered an absence if the meeting was held on the regular ti
meeting date.
The members discussed their regular meeting date and time and decided to continue to
meet on the 2nd Thursday of the month at 5:30 p.m.
The members were provided the July 15, 2004 Campaign Finance Reports for review.
There was extensive discussion on the scope of review. At the conclusion of.the
discussion, it was agreed that a General Checklist for Review would be prepared and
provided to the Commission at the next meeting to assist them in the review of these
state-required forms.
The Commission reviewed and approved the Supplemental Financial Disclosure Report
filed by Freddy Guy Braselton.
City Attorney Fischer reviewed Section 2-311 through 2-313 of the Ethics Ordinance
and provided examples of the types of issues that have arisen over the last year.
She shared the example of a council member wanting to place his free publication in
city hall. Ms. Fischer told the Commission that this would not violate the ethics
ordinance if city facilities are not being used for purposes unrelated to the interests of
the City, except to the extent such are lawfully available to the public and there is no
political advertising. [She referenced Section 2-311 (3)(a).]
Ms. Fischer also shared an example of a council member's spouse's company
contracting with the City. She referred to Section 2-311 (15)which says, as a council
member, you shall have a substantial interest in any contract with the city. If the

substantial test is not met, there is no violation of the ordinance. Another example was
shared regarding a Sister Cities Board member. Once again, if the substantial interest
test is not met, there is no violation.
For future agenda items, Mr. Corrigan requested that the Commission be provided
copies of the City of Georgetown Ethics Ordinance.
There was no public comment made at this meeting.
The meeting was adjourned at approximately 6:45 p.m.
