The meeting was called to order by Vice-Chairperson Fred Haley at 5:30 p. .
The members present were: Vice-Chair Fred Haley, Terry Carter, James Cramer, Rick
Marcantonio and Harlan Heitkamp . City Attorney Mary Kay Fischer was present.
Members absent were: Robert Corrigan, Joe Guzman and Derrick Reaves.
Mr. Marcantonio made a motion recognizing Derrick Reaves' absence as an excused
absence since Pastor Reaves previously advise the Commission that he would not be
able to attend this meeting. The motion was seconded by Mr. Cramer and it passed
unanimously.
The Commission unanimously approved the minutes of the January 13, 2005 meeting.
Fred Haley was nominated and unanimously elected Chairperson.
James Cramer was nominated and unanimously elected Vice-Chairperson.
City Attorney Fischer provided the Commission a copy of the email outlining her
discussion with attorney for the Texas Ethics Commission regarding the scope of review
of the Campaign Finance Forms.
Ms. Fischer provided the Commissioners copies of the check list prepared as a result of
this discussion and a highlighted copy identifying the areas of review of the Campaign
Finance Form.
The Commissioners reviewed the Campaign Finance Reports for July 15, 2004,
January 14, 2005, March 3, 2005 and March 25, 2005.
The Commissioner reviewed the Candidates' Report of Financial Information for year
ending December 31, 2004.
Ms. Fischer distributed the Georgetown Ethics Ordinance.
Chairperson Haley suggested that staff add an agenda item to future meetings to
provide for an ethics question to be discussed by the Commissioners. The
Commissioners agreed with this suggestion.
Mr. Carter asked if the Ethics Commission would review bidding procedures. Ms.
Fischer advised that bidding procedures were dictated by state law requirements and it
- would not be within the purview of the Ethics Commission.
