The members present were: James R. Cramer, Joseph Guzman, Linda Figueroa, Laura Hebert and Dr. Nick Adame. An excused absence was previously requested by Mike Carranco, Rick Marcantonio, Harlan Heitkamp and Robert N. Corrigan. City Attorney Mary Kay Fischer was present. The newest commission member, Laura Hebert introduced herself to her fellow commission members. Ms. Hebert turned in her Certificate of Course Completion of the Open Meetings Act, issued on November 26, 2007. The Commissioners reviewed the minutes from the November 8, 2007 and unanimously approved the minutes of November 8, 2007. Attorney Fischer distributed the Ethics Ordinance and the Ethics Commission page from the boards and commission book, identifying the members, terms and original appointment date. Chairman Cramer questioned the variations in the term dates, when some members had identical appointment dates. Attorney Fischer advised the Committee that she would request an explanation from the City Secretary, Armando Chapa and provide it to them at the next meeting. Dr. Adame advised the members that he had been previously taking courses and was able to getout of class in time to attend our meetings. Members reviewed the letter from the United States Steelworkers and determined the issue had been addressed. Attorney Fischer reminded the members that Ethics Ordinance Section 2-330 requires the receipt of a sworn complaint of any five (5) people filed with the City Secretary's office or the referral of a complaint by majority vote of all council members for the Ethics Commission to consider a complaint. The members reviewed the 2007 Ethics Commission Annual Report and provided favorable comments. The members agreed to continue to meet only when there was business to consider and that the City Attorney will advise them each month of the need for a meeting. ) There was no public comment made at this meeting.
