Meeting was duly posted to be conducted in the ACM Conference Room on the 5th
Floor. Because the ACM Conference Room was in use, Commissioners sat outside the
room until approximately 5:35 p.m. and then posted signs directing all interested
persons that the meeting location had been shifted to the Legal Conference across the
Atrium.
At 5:35 p.m., the meeting was called to Order by Chairperson Cramer and roll call was
taken.
The members present were: James R. Cramer, Robert N. Corrigan, Joseph Guzman,
Harlan Heitkamp, Linda Figueroa and Dr. Nick Adame.
Excused absences were requested by Laura Hebert, Miguel F. Carranco and Rick
Marcantonio
City Attorney Mary Kay Fischer was present.
The Commissioners reviewed the minutes from the July 10, 2008 meeting and the
minutes were approved unanimously.
Supplemental Reports filed by Mayor and City Council members and Planning
Commissioners were reviewed by the Commission.
City Attorney Fischer advised the members that Mr. Cramer and Dr. Adame were
requesting to be reappointed by the City Council, but Commissioner Miguel F. Carranco
had advised her that he would not be seeking reappointment. Ms. Fischer suggested
that the Commission make a motion to reappoint and then make a motion to appoint a
primary nominee and an alternate nominee in the event that the primary person was not
able to serve.
The Ethics Commissioners reviewed all applications of persons who had expressed an
interest in serving on the Ethics Commission in order to provide a recommendation to
the City Council. Dr. Adame expressed a desire to appoint Rebecca Esparza, with
alternate, Joe Ortiz.
Other members shared their approval of the recommendation of Rebecca Esparza, but
suggested Randall Barrera be the alternate nominee.
SCANNED
A motion was made to recommend Rebecca Esparza as the Ethics Commissions'
primary nominee, with Randall Barrera as an alternate. This motion was seconded and
passed unanimously.
A motion was made and seconded to recommend the reappointment of James R.
Cramer and Dr. Nick Adame and that motion was adopted unanimously.
City Attorney Fischer advised the Commissioners that she would share this information
with the City Secretary's Office.
Chairman Cramer shared a newspaper article entitled "Watchdog asks to investigate
Dewhurst". He noted that the campaign watchdog group complained that the disclosure
filing was incomplete since it only provided a range of funds, not a specific amount. Mr.
Cramer noted that the City's Ethics Ordinance also addresses ranges and not specifics.
There was no public comment made at this meeting.
The meeting was adjourned at 6:17 p.m.
