MINUTES OF THE.ETHICS COMMISSION MARY 6 2009
City.of Corpus Christi, Texas CITY SECRETARY'S OFFICE

Legal Conference Room — 5th Floor
City Hall — 1201 Leopard
Meeting was duly posted to be conducted in the ACM Conference Room on the 5th
Floor. Because the ACM Conference Room was in use, staff posted signs directing all
interested persons that the meeting location had been shifted to the Legal Conference
across the Atrium.
At 5:37 p.m., the meeting was called to Order by Chairperson Cramer and roll call was
taken.
The members present were: James R. Cramer, Linda Figueroa, Rebecca Esparza,
Laura Hebert, Harlan Heitkamp and Rick Marcantonio.
Excused absences were requested by Randall Barrera, Robert N. Corrigan and Joseph
Guzman.
City Attorney Mary Kay Fischer was present.
The Commission members welcomed its newest member, Rebecca Esparza.
The Commissioners reviewed the minutes from the.September 25, 2008 meeting and
the minutes as corrected were approved unanimously.
The Ethics Commission members reviewed 28 Reports of Financial Information.
The Ethics Commission members reviewed and approved the'2008 Ethics Commission
Annual Report which summarized last calendar year's activities.
The Commission members then reviewed 20 Campaign Finance Reports and approved
the dissemination of the Ethics Commissions' Report on Campaign Contributions and
Expenditures for Each Candidate, pursuant to Section 2-326 (5), Code of Ordinances,
City of Corpus Christi.
Chairman Cramer shared a newspaper article addressing actions taken by the Texas
Ethics Commission on a state legislator. It was discussed that the State Ethics
Commission was the body who has the authority to discipline and the state only
requires candidates and office holders to file their reports with the City Secretary's
office. This local body has no jurisdiction to discipline for misconduct or failures to
correctly complete the report. There was no public comment made at this meeting.
No speakers were present to request to address the Ethics Commission during the,
public comment period.
