Roll call was taken and the members present were: James R. Cramer, Robert N. Corrigan, Linda Figueroa, Joseph Guzman, Harlan Heitkamp and Rick Marcantonio. Excused absences were requested by Rebecca Esparza and Laura Hebert. City Attorney Mary Kay Fischer was present. The Commissioners reviewed the minutes from the May 14, 2009 meeting and the minutes were approved unanimously. • The Public Hearing was open and the Commissioners decided to conduct a review of the Ordinance that was in place prior to the changes that were adopted by City Council on May 12, 2009. City Attorney Fischer gave the members an overview of all the state • law requirements relating to Conflicts of Interest and Disclosure under Local Government Code Chapter 171, 176, Government Code Chapter 572 and the City's Ethics Ordinance. There_was discussion pertaining to the preamble and a possible amendment to address the abstention issue and adding an additional provision that many other cities had included in their Ethics Ordinance. Additional discussion involved economic benefits, substantial interest, contracts with employees, duties of the• Ethics Commission and parallel changes to be made to the forms required by the Ethics Ordinance. Draft changes are to be prepared and presented to the Commissioners for review and consideration at their next meeting on June 8, 2009. Public comment was shared by Carolyn Moon who believes that the public perception is that one-half of the City Council are in it to get their nephew a job and that the Ethics Commission will just want to cover it up. She cautioned the Commission members about the public perception. No publications related to Ethics Commission were discussed by the Commission.
