MINUTES OF THE ETHICS COMMISSION JUL 2 7 2009
SPECIAL MEETING
CITY SECRETA RY,S OFFICE
City of Corpus Christi, Texas
5:30 p.m., July 2, 2009
Legal Conference Room — 5th Floor
City Hall — 1201 Leopard
At 5:40 p.m., a quorum was present and the meeting was called to Order by
Chairperson Cramer.
Roll call was taken and the members present were: James R. Cramer, Robert N.
Corrigan, Rebecca Esparza, Joseph Guzman, Rick Marcantonio and Bill Strawn.
Excused absences were requested by Laura Hebert, Linda Figueroa and Harlan
Heitkamp
City Attorney Mary Kay Fischer was present.
The Commissioners reviewed the minutes from the June 8, 2009 meeting and the
minutes were approved unanimously.
The Public Hearing was opened and City Attorney Fischer gave the members a copy of
the City of San Antonio Ethics Code with its recent amendments. Members discussed
an additional change to the Preamble to clarify that if a member abstains from voting,
the member must also be disqualified from discussions about that item.
The Commissioners also discussed the gift provision section of the San Antonio Ethics
Provision. The members chose to include the Special Applications provision in their
recommended Ordinance.
The Commissioners also chose to add a provision to require a Council member to
disclose, prior to voting on a matter if there may be an economic interest to a party or
entity that had contributed $1,000 or greater to his/her campaign in the preceding 24
months.
The definition of Economic Benefit was modified to follow a provision in San Antonio's
Ordinance and an additional provision was added to Disclosure of interests by
contractors to require a person who requests official action on a matter that will confer
an economic benefit on a City official or employee, that person shall disclose that fact in
writing to the official, employee or body that has been requested to act in the matter and
file said writing with the City Secretary.
A motion was made to finalize the draft ordinance and a memorandum to submit to the
Mayor advising him of the recommendations of the Ethics Commission.

It was decided that when the final draft was completed and the memo prepared, City
Attorney Fischer would contact Mr. Cramer to come sign memo and present it in person
to Mayor Adame.
No one was present for Public comment.
The meeting was adjourned at 6:45 p.m.
