The members present were: Chair Augustin Rivera, Jr., Vice-Chair Garry Bradford,
Steven Fieldcamp, Cecil Henry, Frank Tompkins II, Connie Munoz, and Eduardo Hinojosa.
David Longoria and the Rev. J. Allen Lowe were absent. City Attorney Jimmy Bray was present.
The Commission excused the absences of Commissioners Longoria and Lowe from this
meeting, and Commissioner Munoz from the previous meeting.
The April 8, 1999 minutes were approved as submitted.
The Commission took up item#3, consideration of Ethics Ordinance, Commission
procedures and practices, and possible changes thereto. The City Attorney distributed drafts of
amendments: 1)to require council member abstention from voting on appointments to
independent agencies and city boards and commissions where a person being considered is a high
ranking officer or employee of a business that employs the council member or a is a relative of
the council member, and 2) a lobbyist registration provision identifying paid lobbyists and their
clients, without onerous,bureaucratic reporting requirements. The Commission reviewed the
first amendment and requested that the City Attorney revise it to include participation in
consideration of the appointment as well as abstention from voting. The Commission deferred
discussion of the lobbyist amendment to the next meeting. It was noted that sanctions language
should be added to the lobbyist amendment.
The Commission took up item#4, review statements and reports. It was noted that
reports could be reviewed at the City Secretary's office. A question was referred to the city
attorney whether campaign funds could be used for personal purposes.
Item#5, report on City Attorney opinions, was deferred.
There was no public comment.
The meeting was adjourned at 6:40 p.m.
