The members present were: Chair Garry Bradford, Vice-Chair Frank Tompkins II, Cecil
Henry, the Rev. Dr. Raymond Kiser, the Rev. Derrick Reaves, Eduardo Hinojosa, and the Rev. J.
Allen Lowe. Gloria Perez and David Longoria was absent. City Attorney Jimmy Bray was
present.
The November 11, 1999 minutes were approved as submitted.
Garry Bradford was unanimously elected chair and Frank Tompkins II was unanimously
elected vice-chair of the Ethics Commission.
The members discussed campaign finance, and requested that the City Attorney research
for the next meeting the issue of what excess campaign contributions may be used for by
successful and unsuccessful candidates. There was also general consensus that Cecil Henry
would once again review campaign contribution and expenditure reports.
The Commission approved continuing the meeting schedule of the second Thursday each
month.
The meeting was adjourned at 6:30 p.m.
