HomeMy WebLinkAboutMinutes Food Service Advisory Committee - 07/23/2019 FOOD SERVICE ADVISORY COMMITTEE MEETING Meeting Minutes of 7/23/19 prepared by Alana Fischer for approval Members in attendance: Kristoffer Busk, Art Garcia Sr., George Brown, Malcom De Shields,Jonathan Villarreal, and Alana Fischer. Members absent, status of current committee assignment unknown: Dr. Patricia Polastri and Julio A Garza. Staff Liaisons: Emily Roldan,Antwine Charles Sr., and Jennifer Richter. Malcom De Shields served as temporary chair, called the meeting to order at 2:05 PM. Malcom moved to approve the meeting notes provided in reference to the previous meeting. Alana Fischer seconded the motion. All members voted in favor; minutes were accepted unanimously. Emily Roldan proceeded to give the Environmental &Consumer Health Division Manager's report: 1. The total number of Food Service Establishments in the city's authority is a total of 2505 paid (99%) and 16 unpaid regarding health permit fees collected. County food establishment permits total 232 and only 4 unpaid. City Pools total 324 with only 6 unpaid licenses. Mobile units total 212 with 19 unpaid permits. Emily stated that remaining food establishment missing fees are being followed up on and are suspected to be locations out of business. 2. 3036 food service establishments have been inspected from October to the present date. Instruction of 2442 food handler classes. 106 out of 115 high priority food complaints were responded to in a 24-hour time frame (92.17%efficiency). 329 total seasonal pool inspections completed with 3 remaining. 3. Inspector district map updated; Emily will provide the committee with an map outlining which the district boundaries. 4. The health department conducted a Crisis Cooperative Agreement(CoAG) collaborating with TEEX to provide cross-training and table-top exercise on May 301h 2019. Additionally, a part- time position was posted for CoAg:funding for this position will be available until June 2020. 5. Staffing and training updates will be shared with the committee as information becomes available. 6. Social media complaints are being addressed with a partnership with DPO. Discussion regarding managers' report: Antwine Charles Sr. discussed new disaster training, expanding out to neighboring departments once health department has been fully trained. Malcom De Shields suggested food managers take disaster training,to which George Brown and Art Garcia Sr. agreed. Art Garcia Sr. mentioned new disaster section in the food managers class and exam. Malcom De Shields brought up ongoing request for clarification on cottage foods law. Emily Roldan reported clarification will be shared in the future and reviewed current work on social media complaints. Kristoffer Busk inquired about the food preparation processes allowed in food truck, or mobile units. It was suggested that mobile units be required to prepare potentially hazardous foods in a commissary or large kitchen as many other large cities require. Kristoffer Busk stated that local mobile units need to be regulated more closely. Emily Roldan stated that this concern will be investigated, and Antwine Charles Sr. stated he will research the topic and revisit in the future. General questions and comments from Committee: Art Garcia Sr. inquired into the status of inspection of Jack in Box on Saratoga. Art is concerned with the ongoing egregious violations of this location.Jennifer Richter will follow up. Jonathan Villareal inquired about process of addressing complaints and inspections of retirement facilities and nursing homes. Emily Roldan and Jennifer Richter will investigate this concern. Alana Fischer inquired about the Food Service Advisory Committee meeting schedule for the remainder of the year. Future meetings will be held on the third Tuesday of alternating months. Upcoming meetings will be September 17th and November 191h, subject to adjustment for the committee's schedule. Malcom De Shields asked when new committee appointments are made, length of terms. Emily Roldan will follow up and provide information on official member list. With no further questions, or concerns, Malcom De Shields moved to close the meeting.Jonathan Villareal seconded the motion.
