HomeMy WebLinkAboutMinutes Food Service Advisory Committee - 09/17/2019 FOOD SERVICE ADVISORY COMMITTEE MEETING Meeting Minutes of 9/17/2019 prepared by Jennifer Richter for approval Members in attendance: Malcolm De Shields, Julio Garza, George Brown, Kristoffer Busk, Jonathan Villarreal, Art Garcia Members absent—Alana Fischer Staff Liaisons: Emily Roldan, Antwine Charles Sr., and Jennifer Richter Malcom called meeting to order at 2:05 p.m. Roll Call—all members were present except Alana Fischer. Her absence was approved as excused. July Minutes were reviewed, voted in favor to accepted unanimously. Emily Roldan proceeded to live the Environmental& Consumer Health Division Manager's Report: 1) Annual Health Permits Report— a) The total number of Food Establishments in the city's authority is a total of 2526 — 100 % Paid for 2019. b) County total is 236 — 100% Paid. c) City Pools —329 — 1 Location Unpaid * new Ownership. d) Mobile Units —212— 15 Unpaid Accounts. 2) Business Plan Update 2018-2019 (Oct. 2018-Sept. 2019) a) Inspections of Food Service Establishment- 3036 b) Food Handler Permits —3198 —Revenue $31,980.00 c) Response Rate High Priority Food Complaints within a 24-hour period to ensure public safety for 3rd Quarter—92.19% (130/141) d) Total Pool Inspections —332— 100% Inspected for 2019 3) District Map —Provided copy to all members of the 7 Districts and assigned inspectors 4) Activity Report— a) Conducted Crisis Cooperative Agreement, Collaborating with TEEX to provide cross training and table top exercise on May 30d', 2019 Health Dept. training. b) Our Department Posted part-time position and hired for CoAg. Funding, this position will be available until June 2020, Kim Klein is our new PT employee. 5) Staff& Training-Upcoming Trainings a) Designated Representative (Septic Inspectors) —8 Hours CEU'S —September 20, 2019 — Sinton, TX, attending Manual G., Ruben G., Jennifer R., Gloria D. b) Texas Environmental Health Association Conference—Oct. 13-18, 2019, attending Adrain T., Julissa J., Emily R. 6) Social Media- a) Ongoing cases —cooperative task force with CCPD-DPO (Directive Patrol Officers) Discussion rmardin2 managers' report: Plan of Action for the Unpaid Mobiles- Antwine—instructed the ECHS team within the next two weeks contact the 15 unpaid mobile accounts and either schedule annual inspection/payment and/or close out accounts if no longer in business and/or unable to contact business owners. New Business: • Members nominated Art Garcia to be the New Advisory Chair Person, Art accepted the nomination, members all voted unanimously. • Malcom mention the CCFD is updating their lists of past due hood inspections, good partnership between CCFD and Health Dept. Proactive on Cleaning Schedules • Emily and Antwine talked about the city Utility Dept. are now notifying the Health Dept. anytime a business is being disconnected due to non-payment. This is so the Health Dept. can make sure the business is not operational until all utilizes have been restored. • Antwine reported the Average for Inspections for July is 97.47 and August is 96.83. • Health Dept. has a new Hotshot Inspector dedicated to taking care of all the weekly complaints/concerns. So far, the new program is working and should improve the turn around time on the compliant 24-hour percentage. • Kristoffer asked "what is the protocol for processing complaints/concerns, is a full inspection conducted"? o ECHS —Hotshot inspector will evaluate the type of concern, address the concern with management of the business and will determine if the business is needing a full inspection. • John asked, "how often is the Inspection form updated"? o Our current Inspection form is a State Form. These are updated by the Department of State Health Services. Local health departments follow the DSHS -TFER Guidelines and recommended forms. (TFER=Texas Food Establishment Rules and Regulations) • Malcom asked, "if churches are permitted kitchens"? George mention "some churches are allowing members to bring food items from home, that is being sold/given away to the public". o Most of our churches do hold Health Permits. This allows them to host events at their locations. o Antwine mention the Health Dept. would like to host thru our local media groups a"Ask the Expert" segment soon. We can educate the public about Temporary event permits, rules regarding selling food from home, etc. • Art asked for clarification regarding the Certified Food Managers Class Prometric Exam question on the guidelines for selling vs giving away food. He has received a letter from a business stating, "since they give away food,they do not need to follow the rules". • Malcom asked if the rules have recently changed for registering Food Handler Certifications and Food Manager Certifications. o Yes, the State has passed a rule if a person takes a Class that has been endorsed and or taught by either ANSI or a TX-DSHS License Facility—those certifications are recognized state wide and no longer required to register those with our Department. o Food Managers Certifications —no changes —our City Ordinances still require those the be registered every two years. • John suggested for large upcoming events such as Charro Bean Festival, Jazz Festival, etc. that we should reach out to the event coordinator and ask them to collect all the Temporary Fees and submit fees and applications to our office, instead of the vendors. This would help simplify applications and reduce vendors from paying late fees. o ESCH agreed this would help and would send out notifications to upcoming events coordinators and ask for their cooperation. • Motion was made by Malcom and seconded by John to adjourn meeting at 3:00 p.m.
