E&CHP.Report: Larry Jones, Environmental &-Consumer Health Protection Manager, went over the- -
statistics for the months of March and April 2002. Food manager permit licenses increased over the previous
year and are currently within the projected range.Regular inspection of food service establishments decreased
from the previous year. Complaints have been about the same and are actually under the average now.
Discussion: The Board discussed inspecting restaurants at least three times per year. Larry stated that he is
aiming at inspecting up to four times per year. He stated that there were no reports of any extraordinary
complaints in the past two months. Carlos Moreno mentioned a complaint received about Floyd's that he
forwarded to Larry. Larry stated it was currently trying to be resolved. For the upcoming C-sculpture event
on June 8, copies of the temporary licenses of operators will be given to police since they are the ones that
will be handing out citations for operating illegally. Also discussed was the issue of establishments operating
illegally and, in turn, hurting the Health Department/City by decreasing revenues. Suzanne Gilliam brought
up the idea of designing a step by step procedure of obtaining permits to decrease the number of illegal
operators. Tom Gabriel brought up the issue of smoking in establishments and the effects it had on employees.
It was decided that if the I'RA moved forward with this issue that it would have the full support of the Board.

services Circle K provides at their stores.
Old Business: Larry Jones referred to the idea of distributing a newsletter after receiving examples from a
Health Department in Tacoma, WA in March. The Board agreed it was a good way of getting information out
to restaurants about serious issues and having the Director/Larry include messages they thought would be
useful to operators.
New Business: Tom Gabriel and Gabriel Hernandez raised the question of meeting at 2:30 p.m. instead of
2:00 p.m. Carlos Moreno raised personal concerns with changing meeting times. It was brought to a vote and
the motion was passed. After discussing Mr. Moreno's scheduling conflict, the vote was amended and the
meeting time changed to 2:15 p.m.
