Members Present: John Denson,William Schroeder,D.W. Haven,Robert Ard, and
Beverly Rogers
Members Absent: Carlos Moreno and Suzanne Gilliam
Staff Present: Larry Jones and Mike Hacker
Meeting was called to order by Chairman William Schroeder at 2:01 p.m.
A recorded tape of this meeting is kept in the health department library for review.
Corrections to the August 3, 2003 minutes: Dee Haven stated that he would be notified
by Dr Silvers when the A Restaurant Rating Ordinance would come before the city
council.
A motion was made by Dee Haven and seconded by John Denson to approve minutes
from the Food Service Advisory meeting held August 3,2004. Motion carried.
Board Business
Discussion of the A Restaurant Rating Ordinance-Larry Jones passed out copies of the
new ordinance to the board members. He stated the city Public Information office was
reviewing the proposed A Rating placard. Additionally,he informed members that he
had already had a staff meeting to clarify the ordinance. He then reviewed the critical
violations provision of the new ordinance. The new placard is to be printed on card stock
paper.
Dee Haven explained the restaurant association's position on the new ordinance:
1. The association plans to contact the city council members and have them
rescind the ordinance.
• 2. The local restaurant association will send a formal letter to council and Mayor.
3. They are concerned the A Rating system will lead to a B and C rating in the
future.
4. Association members are concerned that a restaurant which has an A rating
will imply a false sense of security to the general public when a routine
inspection represents a snap shot.of the-facility at a certain time on a certain
date.
5. Restaurant members would like to see further development by city staff to

place the most recent inspection scores on City of Corpus Christi web site.
Chairman Schroeder then stated that at the last meeting Dee Haven had made a statement
that the restaurant association might wish to change the terminology of the A Rating to
perhaps "Superior"rating. Mr. Schroeder then stated that other communities across the
U.S.had various rating systems.
Technology Update
Following discussion of the A Rating system,Don Inkster of Inkster Information Systems
provided an update with regards to the proposed technology issues. He advised the
committee,he had field tested the PDA utilizing the new software. Things had gone very
well. Walter Wilson,Nueces County Sanitarian,had assisted with the field tests and was
most encouraged. Mr. Inkster showed the group how the mobile printer would also work.
All data gathered by field staff would be downloaded and information used by
management. Various board members thought it might be necessary to print two copies
of the inspection report as a back-up until the system is fully operational. Environmental
Staff will have capability to input information as they proceed through out a normal
workday. Dee Haven mentioned that the field staff would have more information
available than ever before. Board member Beverly Rogers believes it would be
appropriate to get a signed copy of the inspection report until which time the PDA's are
capable to receive an electronic signature. Thus two copies of the final report will be
printed on the mobile printer, leaving one copy for the food manager on duty. Mr. Inkster
then stated that Walter Wilson had accompanied Mr. Inkster four times into the
community to evaluate the PDA.
Other Board Business:
Larry Jones advised the committee that a new interlocal agreement between the City of
Corpus Christi and the City of Port Aransas is being prepared by our legal department.
Upon completion of the new document,both city councils will formally ratify this
agreement.
One board member asked if the department had received many phone calls about food
service inspections in Nueces County. The Environmental Manager stated the division
had received more calls a month ago. Dee Haven asked about food service inspections in
the county. Larry Jones declined to answer any questions on this subject.

Next Meeting; The next meeting will be held on November 2,2004 at 2:00 p.m. in the
Administration Conference Room at the Corpus Christi-Nueces County Public Health
District,1702 Home Road.
