Beverly Rogers
Members Absent: Carlos Moreno,John Denson,and Robert Ard
Staff Present: Annette Rodriguez,Larry Jones and Mike Hacker
Meeting was called to order by Chairman William Schroeder at 2:17 p.m.
A recorded tape of this meeting is kept in the health department library for review.
A motion was made by Dee Haven and seconded by Beverly Rogers to excuse the
absence of Suzanne Gilliam because of family illness.
Corrections to the September 7,2004 minutes: Request by Dee Haven,Dr.Michael
Silvers,former Director of Public Health,told him on a previous occasion that Mr.Haven
would be notified when the proposed A Rating Ordinance would be presented to the
Corpus Christi City Council. This was not done.
A motion was made by Beverly Rogers and seconded by Dee Haven to approve minutes
from the Food Service Advisory meeting held September 7,2004. Motion carried.
Board Business
Discussion of the A Restaurant Rating Ordinance-Larry Jones presented individual lists
for the months of September and October as to which food service facilities had been
awarded an A Rating. He also stated that only one A Rating had been awarded in
November thus far. The Nueces County Jail had received an A Rating. Various board
members discussed the program and asked specific questions about the local restaurant
association to Dee Haven. Mr.Haven also explained to the Food Service Advisory
Committee that in the upcoming December restaurant association meeting,a featured
speaker would discuss how a microbe literally eats grease and would be more
advantageous to use than the standard grease trap which is expensive. The association
would like to propose a better solution to the existing wastewater ordinance requiring
servicing as needed rather than once a quarter.
Discussion on Technology Update—Larry Jones,Environmental and Consumer Health
Manager,gave a brief report. Don Inkster,Inkster Information Systems,is completing

the programming of all the PDA's. Several training sessions have occurred with the
Environmental Health field staff to fully understand the systems. Mobile printers are
working successfully during inspections.
New County Food Service Order—Larry Jones passed out copies of the new Nueces
County Food Service Order passed by county commissioners on October 13,2004. Mike
Hacker explained that the new county provides authority to the public health district as
well as Nueces County to perform food service inspections in the county. He advised
additionally that the Corpus Christi City Council would need to adopt and rarify the
order. The new order also provides for the county to charge an annual permit fee.
Channel 6 News—Larry Jones advised the committee that Channel 6 would be doing a
series of informative reports on the best and worst restaurant kitchens in the city.
Because of the Freedom of Information Act and state law,he had received several
requests to provide copies of restaurant inspections to Channel 6 News. Also,Walter
Wilson,a county health department employee,would be observed by a Channel 6 news
team performing inspections. This is to be aired on a forthcoming broadcast.
Possible restructuring of Health Department—Annette Rodriguez was asked about
possible restructuring of the Health Department. She explained the county had hired an
outside consultant from Fort Worth to review and make recommendations. She said three
options were being discussed: 1)Have city controlled health department,2)Have a total
county health department,or 3)Continue as a public health district. Of the 160
employees presently employed,most are city employees. Policies and procedures differ
between the two governmental entities. Remaining as a public health district,there are
better ways to administer various programs and services. If the program became totally
city controlled,the county could reimburse the city for services rendered affecting the
county. Finally,Annette Rodriguez stated it would be better if the district became one or
the other. Many decisions still remain.
2005 Annual Health Permits—Larry Jones advised the committee that three changes
would be forthcoming on the 2005 Health Permits: 1)Nueces County logo will be
dropped,2)The city health officer will sign the permit,and 3)the permit will say City of
Corpus Christi Health Department.

Next Meeting: The next meeting will be held on January 4,2004 at 2:00 p.m.in the
Administration Conference Room at the Corpus Christi-Nueces County Public Health
District, 1702 Home Road.
Adjournment: A motion was made and seconded to adjourn the meeting at 2:45 p.m.

Food Service Advisory Meeting

Environmental and Consumer Health Manager's Report:
• With regards to the city smoking ordinance,the amended ordinance is scheduled for a second
reading on January 11,2005. Several amendments have been proposed. City Manager,Skip •
Noe,'has requested that billiard parlors be exempt from the smoking ban. The major change to
the existing ordinance stipulates that if a facility,presently permitted by the local health
authority,has 75%or more of its revenue in liquor sales,then that bar,club,or tavern will be
exempt from the smoking ban. These establishments typically have little or no food being
served. '
For the A Restaurant Rating program,three A Ratings were awarded for December 2004:Lozano
Elementary School,Baker Middle School,and B &J Pizza.
The majority of the field staff are proficient in using the PDA's and mobile printers. The
management page as required by the original contract has yet to be implemented. This is the only
remaining item for Inkster Information System to construct.
As previously discussed by the committee,Channel 6 News continues to request recent food
service inspection reports. `Behind the Kitchen Door"has been a success for the local NBC/Fox
affiliate as well the health department. Several sanitation problems were resolved because the-j •
food managers became fearful that they would reflect negatively to the general public.
At this year's HEB Feast of Sharing dinner,316 individuals attended one of two food handler's
classes. Historically,one quarter of these participants will purchase a food handler card during
the next 30 days.
On a sad note,long time city employee,Chip Williams,has announced his retirement from the
public health district in January 2005. He has ably served the division and community for many •

years. We will miss his humor,respect,and dedication to public health!
