Call to Order: Mr. De Haven called the meeting to order at 2:00 p.m. The April meeting minutes were approved. Attendance Review: Jack L. Cooper will be terminated from the Board due to absences. The three-year terms of Mr. Haven, Bell, and Kuddes will expire 6-24-91; they all expressed a desire to be reappointed by the City Council. Director's Report: New Supervisor of Environmental Protection, James E. McFarland, was introduced; he is retired from the U.S. Navy and has owned and operated a restaurant in the"past. Two Sanitarian positions filled; one clerk vacant. 1• Mr. Decker reported that the 2-hour Food Handler Classes include a training film of about one hour in length. The lesson plan is to use the time between film segments to place emphasis on areas where violations are occuring. The first measure to be emphasized will be the importance of temperature maintenance in an effort to reduce the number of temperature violations in food establishments. About a third of the classes are taught outside the Health Department by food managers. These outside classes will be audited to make sure the classes consist of more than just showing the film. Dr. Sisley reported that as a part of the City Manager's push for quality, the entire Health Department is trying to determine who our customers are and what they want. This assessment will include sending surveys to at least 10% of our restaurants randomly within the next few weeks to determine how the Health Department can provide better quality services to establishments. Sample questions will include: Are .Food Handler Classes helpful? Does the inspector-approach the inspection from an educational or a traffic cop viewpoint? It is hoped this will offer some direction to the staff. In addition, those who have given .their names on complaints will be followed-up to determine if the Health Dept. has helped them and if they are satisfied. Most complaints are anonymous (i.e. dirty restrooms,• roaches, rodents, dirty vents) . The inspector investigates all complaints, and sometimes they are valid. The Board requested that they be supplied with a copy of the survey for their comments, prior to the mail-out. NEW BUSINESS: Mayor Rhodes requests Board and Commission chairmen write one page of comments regarding the committee's work. Mr. Haven will respond. Mr. Haven reported Del Mar College had made seven copies of the Food Handler film with music backgrounds; Mr. McFarland says today will be their first showing. Dr. Sisley reported there is virtually no change in the budget, only enough to maintain services. Environmental & Consumer Health Control have 2 separate budgets. An upward reclassification with ,pay increase request was made for all Sanitarians and Enviromental Health Inspectors effective 7-1-91. The Health Department had to give up one Vector Control employee for this. There being no further business to conduct, the meeting adjourned at 2:25 p.m. • SCANNED•
