W. Haven, Chairman; Method Snapka; Edward Dominguez; Robert Ard; Fred Kuddes MEMBERS ABSENT: Jack Bell ; Robert Ard; John Otto ab STAFF PRESENT: Dr. Sisley; Leon Decker; Jim McFarland; Cynthia Hillen (Nln CALL TO ORDER: By Mr. Haven at 2 :00 p.m. Minutes approved. ATTENDANCE REVIEW: All in good standing, except Mr. Otto. He will be submitting hisresignation as other duties prevent his participation. MOTION APPROVED to excuse Mr. Ard due to a Del Mar commitment . DIRECTORS REPORT: Mr. Decker report for 1991: Less food inspections-- probably due to staff shortage; less complaints investigated; less Food Handler Courses completed--probably due to large number of Food Handler Cards still being valid, which were issued in 1990 during strictly enforced temporary events; less Food Manager Permits; Food Establishment Health Permits slightly increased; summary inspection scores about the same as 1990; Health Permit Collections down a little--100% was collected. So far in 1992 (with the new fee increases) Health Permit Collections are up over $29,000 with 113 establishments outstanding (some may have closed their business) ; a $25 late fee will be charged. NEW BUSINESS: Mr. Haven presented the Committee's 1991 Annual Report; he asked that Mr. Decker's report accompany it. Due to complaints, the City has asked for the Committee's recommendation regarding changing the smoking ordinance to a higher percentage of restaurant space allocation for nonsmokers, and to having the smoking area completely separate from the nonsmoking area. Members were informed that the Health & Welfare Board recommended an increase in the nonsmoking area but chose not to address other issues. Members feel there is a misunderstanding of the existing ordinance; they feel the wording of the ordinance allows each food establishment enough flexibility to accommodate its customers requests; that an increased percentage of nonsmoking seating might result in empty seats in some establishments . Members stated that smoking areas are located by the exhaust to maximize the air flow; they feel it is less harmful for a nonsmoker to walk through a smoking area than it would be to have the smoke drift back over the nonsmokers toward the exhaust. Motion approved to recommend leaving the smoking ordinance unchanged as it applies to restaurants . Mr. Haven requested a copy of the complaint list as he feels many places being complained about are not food establishments. DISCUSSION: The need for Food Handler examinations for Tuberculosis, Sexually Transmitted Diseases & AIDS was discussed. Dr. Sisley informed Members that these diseases are not transmitted thru food handling. ADJOURNMENT: At 2: 40 p.m. Next meeting 3-17-92 at 2:00 p.m. SCANNED
