W. Haven, Chairman; Robert Ard; Fred Kuddes; Melody Cooper MEMBERS ABSENT: Jack Bell ; Method Snapka; Ed and Dominguez STAFF PRESENT: Leon Decker; Cynthia Hilleref CALL TO ORDER: By Mr. Haven at 2 :10 p.m. Minutes approved. ATTENDANCE REVIEW: Mr. Bell has now missed 3 meetings this term. Mr. Snapka called to inform Members he will miss today's meeting due to taking a trip out of the country. Mr. Dominguez called to inform Members he will miss today's meeting due to working with Spring Breakers in Port Aransas. MOTION APPROVED to excuse Mr. Snapka. New Member, Melody Cooper, an attorney, was introduced. DIRECTORS REPORT: Mr. Decker reports 1992-93 budgets are being prepared; the City Manager asked for fee increases of at least 3% to reflect the inflation rate; projected total of increases submitted by Environmental Health is $7 ,450 annually; a schedule of the proposed increases was handed out,. Fee increases must be approved by the City Council through City Ordinance. Two - employees have resigned: (1) Sr. Clerk (County position) & (1) Inspector (City position) ; problems may be encountered getting authorization to fill the Inspector position due to City budget problems . Ms . Hillen reports the City Manager has requested departments to prepare (4) budgets : maintenance, parallel , 5% cuts, and 10% cuts . DISCUSSION: Members feel food establishments incurred big fee increases in. August 1991. They discussed recommending an increase from $25 to $30 for temporary food establishments such as Bayfest booths. Initially Bayfest was charged one fee & issued one permit to cover all booths, but that was changed to requiring a $25 permit for each booth as each booth must be inspected. The $25 fee has never been increased. Members feel that their vote is a statement of position of this advisory committee. The Committe wishes to send the message to City officials that they object to annual fee increases in order to balance the budget, thus making it possible for elected officials to avoid the unpleasant task of raising taxes and biting the bullet . The Committee feels any fee increases should be returned to the Health Department in the form of increased funding. NEW BUSINESS: 1) Motion approved to favor a resolution for the City to immediately authorize filling the recently vacated. Inspector position in light of the limited number of inspectors the Health Department already has. 2) Motion approved to oppose any fee increases at this time as the committee objects to balancing the budget by continual fee increases .
