`" DIRECTORS REPORT: Mr. Decker's report of 1st Quarter 1992 compared with same
period in '1991: _' Permitted Establishments 1417 (down from 1451) ; Eating &
Drinking :,.Establishment Inspections- 1035. (up 'from 840) ; Retail Food
Establishment Inspections 210 (up from 143) ; Complaints investigated 163 (up
from 154) ; Persons completing. Food Handler `.Course 3039 (up from 2512) .
Inspection scores: 90-100, 69.3% (up from 53. 8$) ; 80-89, 24.5% (down from
• 31.3%) ; ' 70-79, .5.7% (down from 14.5%) ; below 7o, , .5% (up from .4%) .
Environmental Health tries to inspect . all food establishments at least 4
times.......a .year, reinspections_ are . made after, 48 hours for critical type
problems, i.e. refrigeration; establishments with scores of 75 or less are
reinspected in ,30 :days, more reinspection time .is spent on establishments.:,
: with. scores :below .70 . A third of Food Handler classes are taught by food .
managers outside the Health Dept.';. they are , provided with the video and a
lesson plan; 10% are auditedto see if the lesson plan is being. followed.
Vacancies:..: 1`:: city inspector (all City jobs are '.frozen) . Health Dept.
prepared 4 budgets: maintenance, parallel , 5%, 10%; jobs will have to be cut
if 5% or '10% 'are implemented. City job cutswill not be across the board.
City Manager. will present the budget , to City ':Council around the first of
June; there should be a public hearing late in June; budget will be adopted
for 8/1/92:

Dominguezand_Ms. Cooper. Mr Dominguez states he desires reappointment. ,
Ms Cooper will be contacted as to her wishes (Note On 5/26/92 ms. Cooper..
informed Dr. Sisley's Office she desires reappointment. )
DISCUSSION: Mr. Bell said he makes his employees more aware of the health
i-nspector's.,findings by having all . of them read the reports that have 'a mark
on them; through employee involvement they help him .strive .to ;receive :good
;:. inspection .scores. Mr. Bell . feels the chairman ;of, this committee should be
at .the City's public hearing regardingthe budget.
