CALL TO ORDER: By Mr. Haven at 2 :05 p.m. Unable to approve July
1992 minutes due to lack of a quorum.
ATTENDANCE REVIEW: Mr. Dominguez has now missed 3 of the last 4
meetings. The City Secretary's Office will be notified. Mr. Ard
& Mr. Kuddes both asked to be excused, no action can be taken on
their request due to lack of a quorum.
DIRECTORS REPORT: Mr. Decker reported (1) Health Inspector vacancy.

Insp. scores: 90-100 69. 9%, 80-89 22. 4%, 70-79 5 . 8%, below 70 1. 9%
Complaints were for assorted things such as not wearing hairnets,
quality of food, roaches on premises, etc. , but few smoking-
complaints. Dr. Sisley reported a positive Cholera Vibrio I
without an identifiable source; the tourist had eaten at several
places in Padre Staples Mall , in Brownsville and possibly in
Mexico; he became ill after returning home.
NEW BUSINESS: Mr. Haven reported that he made a presentation on
the proposed changes to the smoking ordinance at the last Health &
Welfare Advisory Board meeting. Their recommendations were similar
to this committee. The revisions will be presented to this
Committee before they are presented to the City Council . The State
Health Dept. is proposing changes in the Food Manager's Recertifi-
cation Program. Del Mar College lost its certification for
administrative reasons. Mr. Haven met with Texas Department of
Health personnel and participated in a hearing on the State
Certification Program. Mr. McFarland will serve on the Texas
Department of Health ad hoc committee on state standardization
requirements for Food Manager Recertification. Mr. Haven asked to
have absent members contacted tosee if they are agreeable to
changing the future meeting time to 2:30 p.m. due to Mr. Ard's
class time conflict; Mr. Ard and those present are willing.
DISCUSSION: Dr. Sisley reported 350-400 influenza type cases last
month--high for this time of the year.
ADJOURNMENT: At 2 : 35 p.m. Next meeting 11-17-92 at 2 :30 p.m.
