Summary of Minutes for January 7, 2010 FEB 5 2010
1. CALL TO ORDER C�IYSEOR�gRY's OFFICE
Vice-Chairperson Robert Garza called the meeting to order at 5:02 p.m.

B. REQUESTS FOR EXCUSED ABSENCES
MOTION Motion to excuse Ramiro Gamboa, Pastor Derrick Reaves and Edna Arredondo for
the January 7, 2010 meeting made by Robert Adler and seconded by Lucy Reta.
Motion passed.

2. APPROVAL OF REGULAR MEETING MINUTES OF 12/03/09
MOTION Motion to approve the December 3, 2009 meeting minutes as amended made by Lucy
Reta and seconded by Patricia Mattocks. Motion passed.
Correction: Item 6. E. Health Disparity Subcommittee - Summary of Regional
Rehabilitation Board Meeting should read Health Disparity Subcommittee - Summary of
Regional Health Awareness Board Meeting

5. CHAIRPERSON'S REPORT
A. Community Health Fair Update
Chairperson Mr. Gamboa was absent. No report.
[Leon Bazar stated one of the things the Commission needs to do between now and

the February meeting is to go through the applications on file to fill the current
vacancy. Also, if anyone knows someone who is interested in serving on the
Commission, please ask them to contact Mr. Bazar or the office of the City Secretary
to submit their application.]
6. SUBCOMMITTEE REPORTS
A. Housing Subcommittee— Mid-Year Fair Housing Complaint Resolutions
Update (June Martinez)
Human Relations Department Compliance Officer, June Martinez, presented an
informative PowerPoint presentation regarding Fair Housing Complaint Resolutions
for the past six months. Topics included: Housing Inquiries (FY 2008-2009 and FY
2009-2010), Completed Intakes, Monthly Closures, Open Cases, Target Goal
Comparison, Detailed Breakout of Monthly Closures and Examples of Remedial
Relief Obtained. (A copy of the PowerPoint presentation is attached to the back of the minutes.)
B. Committee for Persons With Disabilities - January 6th Meeting
Abel Alonzo reported the following:
• RTA Presentation-2010 Bus Route changes including expanded Sunday Services
• Development Services Presentation-Cottage Homes, affordable small homes,
accessibility included
• City Hall Presentation-Enhancements to ADA accessibility
• Began Accessible Business Reviews
[Toni Davis reported the Texas Apartment Association passed the following three new
Texas Laws effective January 1, 2010:
1) Utility Cutoffs No Longer Allowed
2) New Smoke Detector Requirements for the Hearing Impaired in Texas
3) Right to Vacate and Avoid Liability Following Family Violence

C. Education Subcommittee — No Report
D. Disparity Subcommittee— No Report
E. Health Disparity Subcommittee— Health Diversity Seminar Update
No Report.
Patricia Mattocks provided and update on the Public Health Region 11 2006
Premature Birth Statistics from the Texas Department of State Health Services.
(A copy of the report is attached to the back of the minutes.) Ms. Mattocks also reported the Regional Health
Awareness Board will have a presentation from the Birth Defects Registry
concerning the high incidents of birth defects in some of our zip code areas. Mr.
Bazar stated as soon as he receives information on the presentation, he will notify
everyone via e-mail.

7. HUMAN RELATIONS ADMINISTRATOR'S REPORT
A. Department Monthly Performance Report Review
Leon Bazar provided the Commissioners with copies of the December 2009 Monthly
Performance Report. (A copy of the report is attached to the back of the minutes.) Highlights included:
• Closed oldest EEOC case with a monetary resolution
• Housing closures at 65% with 6 months still left on contract — Anticipate to
exceed contract and generate additional funding
• Will need to do Fair Housing outreach due to inventory shrinking
• Working on citizen grievance regarding designated loading zone at City Hall
for senior citizens
B. Community Relations Budget Impact
Leon Bazar reported there will be a presentation to City Council on January
19, 2010. The presentation will include over six million dollars of reductions.
