1. CALL TO ORDER

MOTION Motion to excuse Robert Garza and Jacob Sendejar for the February 4, 2010
meeting made by Robert Adler and seconded by Pastor Reaves. Motion passed.
2. APPROVAL OF REGULAR MEETING MINUTES OF 01107/10
MOTION Motion to approve the January 7, 2010 meeting minutes made by Toni Davis and
seconded by Lucy Reta. Motion passed.

5. CHAIRPERSON'S REPORT
A. National LULAC Week "Outstanding Community Leaders"
Mr. Gamboa stated the 31st Annual LULAC Leadership Banquet will be held on
February 18, 2010. LULAC will honor seven individuals including a community
youth leader. A keynote speaker has not yet been chosen. For more information,
please contact Mr. Gamboa or Mr. Bazar.
B. Recommended Nomination for Vacancy on CCHRC
MOTION Motion to recommend Kathleen C. Cooper to City Council for the CCHRC vacancy
made by Robert Adler and seconded by Margie Myers. Motion passed.

B. Committee for Persons With Disabilities — February 3rd Meeting
Abel Alonzo reported the following:
• Great presentation on ADA Accessibility at Whataburger Field by Hooks
Management
• Reviewed new structure and process with movement of Engineering Services
under Development Services
• Update on ADA Project on Staples Street
• Budget amendment impacts on Human Relations and Parks and Recreation
C. Education Subcommittee — No Report
D. Disparity Subcommittee— No Report
E. Health Disparity Subcommittee— Regional Meeting Update
Patricia Mattocks reported the following:
• The March of Dimes and the Texas A&M Health Science Center - Coastal Bend
Health Education Center will be co-sponsoring the Women's and Infants Health
Awareness Conference on February 27, 2010. The conference will be held at the
Omni Marina Corpus Christi Bayfront Hotel.
• The Birth Defects Registry Workshop is still pending.
• The March for Babies Kickoff will be held on Thursday, February 18, 2010. The
Corporate Team/CEO Luncheon is scheduled from 11:30 a.m. — 1:00 p.m. at the
Omni Corpus Christi Bayfront Hotel, Bayview Room, 900 N. Shoreline. Confirm
attendance by February 12th, (361) 855-4215.
7. HUMAN RELATIONS ADMINISTRATOR'S REPORT
A. Department Monthly Performance Report Review
Leon Bazar provided the Commissioners with copies of the January 2010 Monthly
Performance Report. (A copy of the report is attached to the back of the minutes.) Highlights included:
• Closed 35 EEOC charges — included 30 integrated cases with Attorney
request for Right to Sue letter
• Housing closures at 75% with 5 months left on contract — Anticipate to exceed
contract and generate additional funding
• Will need to do Fair Housing outreach due to inventory shrinking
• Pre-submitted two CDBG proposals for funding in (1) Housing Outreach and
(2) Diversity ContractorNendor efforts
• 3 of 5 EEOC settlements resulted in monetary offers
• Reached agreement with EEOC San Antonio Office on records/files
maintenance
• EEOC charge age average is 219 days — lowest ever — moving toward target
of 180 days — was previously in 300+ day range
B. Budget Update
Leon Bazar presented a PowerPoint presentation regarding the January 2010

Budget Amendments and the Impact on the Human Relations Department.
Highlights included:
• Impacts to Operations and/or Staffing in General Government, Fire and Police
Administration, Animal Care Services, Library Services, Parks and Recreation,
Street Services, Solid Waste, Neighborhood Services, Development Services
and Engineering Services
• Impact to Employees' Salaries and Benefits
• Human Relations Department's budget summary
