1. CALL TO ORDER

B. REQUESTS FOR EXCUSED ABSENCES
MOTION Motion to excuse Margie Myers for the May 6, 2010 meeting made by Robert Garza
and seconded by Robert Adler. Motion passed.
2. APPROVAL OF REGULAR MEETING MINUTES OF 04/01/10
MOTION Motion to approve the April 1, 2010 meeting minutes made by Pastor Derrick Reaves
and seconded by Toni Davis. Motion passed.
3. PUBLIC COMMENTS (LIMITED TO 3 MINUTES)
None
4. PRESENTATIONS
A. Ennis Joslin American Indian Memorial — Larry Running Turtle Salazar,
Gulf Coast Indian Confederation
Mr. Salazar did not attend the meeting.
5. CHAIRPERSON'S REPORT
A. April 24, 2010 Health Fair
Chairperson Mr. Gamboa reported the 2nd Annual City Wide Health Fair held Saturday,
April 24, 2010 from 10:00 a.m. — 3:00 p.m. at the Del Mar College West Campus was
very successful. The health fair was free to the public and thousands of people
attended. The event is hosted by the NAACP and LULAC. The Human Relations
Department had a booth/table and provided informative brochures, regarding Fair
Housing, etc. The health fair may be offered quarterly in the future. Mr. Gamboa will
keep the Commissioners informed.

B. CFPWD RTA Appointment Resolution for Discussion and Approval
Motion to approve the Resolution of the Human Relations Commission for the City of
MOTION Corpus Christi Re: The Appointment of an Individual to the RTA Board Who is Both
"Transportation Disadvantaged" and a Dependent Rider (with revisions) made by
Robert Garza and seconded by Patricia Mattocks. Motion passed. (A copy of the Resolution
indicating the revisions approved by the Commission is attached to the back of the minutes.)
C. Review and Approve Recommendations for Commissioner Re-Appointments
and Appointments
MOTION Motion to re-appoint Margie Myers (Represents Home Sales) to the Commission
made by Robert Garza and seconded by Robert Adler. Motion passed.
The Commission has three (3) vacancies:
1) Replacement — Dalia Brem (Resignation)
2) Replacement — Eric Holguin (Resignation)
3) Replacement — Patricia Mattocks (Not Seeking Re-Appointment)
Motion to recommend the following persons for Commission vacancies:
1) Jennifer Taylor — Integrity Workforce Solutions, IT Recruiter
MOTION 2) Denise Villagran — Allstate Workplace Division, Reg. Sales Mgr.
3) Elias Valverde — U.S. Pretrial Service, U.S. Pretrial Services Officer
made by Robert Garza and seconded by Patricia Mattocks. Motion passed.
6. SUBCOMMITTEE REPORTS
A. Housing Subcommittee — HUD 2010 National Fair Housing Policy Conference
Leon Bazar stated the HUD 2010 National Fair Housing Policy Conference will be
held on July 19th - 23rd, 2010 in New Orleans, LA. HUD provides $8,500.00 to the
Human Relations Department for funding the travel. HUD recommends the agency
director (Leon Bazar), the program manager or an investigator (June Martinez), the
lead council for the City (Carlos Valdez) and an agency Commissioner (Toni Davis)
to attend the conference. If Toni Davis is unable to attend, the Commission
recommended Robert Garza as the alternate.
B. Committee for Persons With Disabilities — May 5, 2010 Meeting
Abel Alonzo reported the following:
• Re-Elected Officers:
Abel Alonzo, Chairperson; Lee Jones, Vice-Chairperson; Thomas Dreyer,
Secretary
• LNV Engineering presented overview of ADA Master Plan Project
• Business Access Awards Self-Nomination News Release going out for
July ADA Recognition
• Recognized Parks and Recreation and Rotary Clubs for Miracle League Field
• Will have a planning retreat on May 22, 2010
C. Education Subcommittee — Education Presentation
Youth Commissioners Robert Bonner, Mariah Howard, Jacob Sendejar with
assistance of youth volunteer Alex Guerrero presented the "Youth at Work —
Understanding Discrimination and Your Rights in the Workplace" PowerPoint

presentation. The group was going to present the PowerPoint at the Student Council
Convention, however, approximately 30 participants were expected to attend and the
students were not going to have an opportunity to provide a slide presentation.
Although they elected not to do the presentation at the convention, the Youth
Commissioners decided to share the PowerPoint with the Commission.
D. Disparity Subcommittee — Purchasing Vendor Update Summary
Leon Bazar stated Mike Barrera from the Purchasing Department prepared a report
to reflect the last six months in regards to getting more HUB's and LSB's registered
with the City. (A copy of the report is attached to the back of the minutes)Mr. Bazar asked the Commissioners
if they learn about vendor fairs to contact Mr. Bazar or Mike Barrera so they can set-
up a table to try to encourage more businesses to sign up to give them an
opportunity to do business with the City. Leon has requested the Purchasing
Department to continue to provide the Commission with updates as they become
available.
E. Health Disparity Subcommittee — No Report
Patricia Mattocks stated there is a presentation available through the Regional
Health Awareness Board. Ms. Mattocks strongly encouraged the Commission to
invite one of the board members to provide a presentation at one of the future
Commission meetings. Mr. Gamboa thanked Ms. Mattocks on behalf of all the
Commissioners for her service on the Commission.
7. HUMAN RELATIONS ADMINISTRATOR'S REPORT
A. Department Monthly Performance Report Review
Leon Bazar provided the Commissioners with copies of the April 2010 Monthly
Performance Report. (A copy of the report is attached to the back of the minutes.) Highlights included:
• EEOC — 58.6% of case closures
• Intake Goal (Deferred to EEOC) —42.6%
• Housing Resolutions — 87.5% of case closures
• EEOC charge write-ups — 93%
• EEOC charge closure — Closed 3 of our oldest cases — average case is 201 days —
EEOC standard expected is no more than 270 days
• HUD Fair Housing Closures — 71.4% closed within 100 days — HUD expectation is
55%
• ADA Trash Service Assistance — 7
B. Budget Process Update
Leon Bazar reported on the Budget Process Update. Highlights included:
• City deficit at fifteen million dollars in addition to the six million the City was able to
work out of the budget in December of 2009
• Human Relations Department submitted four projected budgets with 10%, 20%
and 30% of reductions
• City Manager recommended adding and additional $80,000 to the department's
budget due to Mr. Bazar and Ms. Butler focusing on ADA reviews of Bond Projects.
• The department applied and received a $100,000 grant from CDBG for Housing
Outreach.

C. Scholarship Resolution Update
Leon Bazar stated the Commission passed a Resolution approximately two to three
years ago stating the City would explore the idea of a scholarship initiative within the
community. At the last meeting, the group of educators recognized a central area for
scholarships and assistance for the young people of the community. The Committee
has decided to work with the Bold Future Committee group and work on the same
goals to help provide assistance.
D. FY 2010 Funding Guidance - HUD
Leon Bazar reported HUD increased payments on complaint resolutions to $2,600
per case versus $2,400. The expectations are to close 50% of Fair Housing
Complaints during the fiscal year within one hundred days. This year, HUD is
providing $8,500 to send four people to the HUD Conference.
