Summary of Minutes for September 2, 2010 RE EIVED
1. CALL TO ORDER NOV 0 5 2010
Vice-Chairperson Robert Garza called the meeting to order at 5:00 p.m.

B. REQUESTS FOR EXCUSED ABSENCES
MOTION Motion to excuse Zachary Zepeda for the August 5, 2010 meeting made by Pastor
Reaves and seconded by Robert Adler. Motion passed.
MOTION Motion to excuse Ramiro Gamboa and Toni Davis for the September 2, 2010
meeting made by Margie Myers and seconded by Lucy Reta. Motion passed.
2. APPROVAL OF REGULAR MEETING MINUTES OF 08105110
MOTION Motion to approve the August 5, 2010 meeting minutes made by Pastor Reaves and
seconded by Robert Adler. Motion passed.

5. CHAIRPERSON'S REPORT

A. LULAC Scholarship Banquet and Feria De Las Flores Scholarship Pageant
Leon Bazar reported the 501h Annual Feria De Las Flores was held on Saturday,
August 7th, 2010 at the Del Mar Richardson Auditorium. Mr. Bazar stated
scholarships were awarded to the winner and runner-ups and the event was again a
great success.
B. Dia De La Raza Celebration — Rescheduled for October 2011
Mr. Bazar stated the Dia De La Raza Celebration has been rescheduled for October
2011. The reason the event was rescheduled is so organizers would have more time
to plan the event.

( 6. SUBCOMMITTEE REPORTS
A. Housing Subcommittee
1. HUD Fair Housing Audit Summary
Margie Myers stated she had the privilege of sitting in on the HUD Audit that was
conducted on August 25-26, 2010 in the Human Relations Department. Ms. Myers
reported the Human Relations Department did a great job and no issues were
raised during the audit. She praised the department for all the great work.
2. Wilborn Housing Case— Media Clip
Media clip was not viewed due to audio difficulties.
B. Committee for Persons With Disabilities —09101110 Meeting
Abel Alonzo did not provide a report.
C. Education Subcommittee— No Report
D. Disparity Subcommittee— No Report
E. Health Disparity Subcommittee— No Report
7. HUMAN RELATIONS ADMINISTRATOR'S REPORT
A. Department Monthly Performance Report Review
Leon Bazar reported the department had a very busy month.
EEOC Employment Discrimination:
• Closed 11 EEOC cases (4 with monetary settlement)
• One month from completing EEOC end of year contract (ends September 30Th)
HUD Fair Housing Discrimination:
• Closed 4 HUD cases
B. Budget Process Update
Leon Bazar stated Human Relations Department was not impacted during the last
City Council budget discussions. Departments are meeting one-on-one with the City
Manager regarding consolidation and re-organization. Budget shortfall is expected to
be a lot larger for next year.
