Vice-Chairperson Robert Garza called the meeting to order at 5:00 p. .

B. REQUESTS FOR EXCUSED ABSENCES
MOTION Motion to excuse Ramiro Gamboa for the November 4, 2010 meeting made by Robert Adler
and seconded by Kathleen Cooper. Motion passed.
2. APPROVAL OF REGULAR MEETING MINUTES OF 10/07/10
MOTION Motion to approve the October 7, 2010 meeting minutes made by Toni Davis and seconded
by Robert Adler. Motion passed.
3. PUBLIC COMMENTS (LIMITED TO 3 MINUTES)

5. CHAIRPERSON'S REPORT

A. "The Felix Longoria Affair" Presentation
MOTION Leon Bazar reported he attend the special preview screening of "The Longoria Affair" on
Monday October 25, 2010 at the Texas A&M University — Corpus Christi Performing Arts
Center. Mr. Bazar stated approximately 450 people attended the event and felt it was a
well balanced documentary. Mr. Bazar represented the Mayor and City Council and
presented a Key to the City to the film's Producer John J. Valadez. The documentary will
be aired on November 9th through the Boston PBS station and will be aired nationally on
the series Independent Lens.
6. SUBCOMMITTEE REPORTS
A. Housing Subcommittee — Complaints Update
Margie Myers reported the following:
• Hispanic female with Disability was issued eviction notice for police activity. Alleged

discrimination based on Race and Disability relating to Rental and Reasonable
Accommodation by condo owner and community association. No cause determination.
• Female with Disability alleged discrimination relating to Rental and Reasonable
Accommodation. Also alleged Construction and Design concerns. Complainant failed
to respond and closed for "failure to cooperate." Respondent has indicated
commitment and interest in addressing construction and design challenges.
• Case waived to HUD as complex case alleging discrimination on the basis of inter-
racial/ethnic couple. Involved Housing Foreclosure and Financial Lending/Loans —will
be combined with major lender complaints being addressed by HUD Legal at
Washington, DC level.
B. Committee for Persons With Disabilities — 11103110 Meeting
Leon Bazar reported the following:
• Presentation by Municipal Court on ADA Parking Citations — Still concern that number
(approximately 50%) being "Excused"
• Introduction of Parking Control Supervisor with full-time staff to focus on ADA Parking
Violations — Will work toward option of including ADA Parking Citation unpaid as part
of denial of Vehicle Registration process
• Future in depth review of Parks Master Plan.
C. Education Subcommittee — No Report
D. Disparity Subcommittee — No Report
E. Health Disparity Subcommittee — No Report
7. HUMAN RELATIONS ADMINISTRATOR'S REPORT
A. Department Monthly Performance Report Review
Leon Bazar provided the Commissioners with copies of the October 2010 Monthly
Performance Report. (A copy of the report is attached to the back of the minutes.) Highlights included:
• October 1st was the beginning of the EEOC contract year
• Target/Contract Obligation is to close 104 charges (10/01/10 — 09/3011) - the
department closed 2 cases this month
• Closed 2 HUD cases (Total of 14 cases closed this contract year)
• ADA Trash Program — 3 new additions to the program
B. 2010 Annual Employer Symposium
Leon Bazar extended an invitation to the Commissioners to attend the Annual Employer
Symposium to be held Friday, November 12, 2010, 11 :00 a.m. to 1:00 p.m. at the Del
Mar College Center for Economic Development. (A copy of the flyer is attached to the back of the minutes.)
8. IDENTIFY ITEMS TO BE PLACED ON NEXT AGENDA
• Target Date for Housing Symposium
