B. REQUESTS FOR EXCUSED ABSENCES
MOTION Motion to excuse Margie Myers and Edna Arredondo for the January 6, 2011 meeting made
by Pastor Derrick Reaves and seconded by Toni Davis. Motion passed.
MOTION Motion to excuse Robert Garza for the December 2, 2010 meeting made by Robert Adler
and seconded by Kathleen Cooper. Motion passed.
2. APPROVAL OF REGULAR MEETING MINUTES OF 12/02/10
Motion to approve the December 2, 2010 meeting minutes as amended made by Kathleen
Cooper and seconded by Robert Franklin. Motion passed. Amendment: On Page 4, Item
MOTION 6.E. - The sentence "Leon Bazar stated hopefully by next month the subcommittee will
provide a plan that is being devised with the Development Services." moved under Item 6.D.
Disparity Subcommittee.
3. PUBLIC COMMENTS (LIMITED TO 3 MINUTES)
Samantha Sandate spoke regarding The Dream Act, Restrictions of Who Can Apply and
Examples of Why We Should Support the Dream Act. (Handout attached.)
The Dream Act
• Development Relief Education of Alien Minors Act
• Is not amnesty but rather is a bill that will enable young undocumented adults the
chance to go to college or enlist in the military and become U.S.Citizens
Restrictions of Who Can Apply:
• Have proof of having arrived in the U.S.before age 16
• High school degree,GED or accepted to a institution of higher education
• Lived in the United States 5 years consecutively
• Be between the ages 12—30
• Have good moral character
• Pass Criminal Background check
• Pass Medical Examination
Examples of Why We Should Support The Dream Act S

• The DREAM Act"does not force states to charge in-state tuition rates for illegal ED
immigrants."
• The DREAM Act does not give students who fall under this bill financial aid.
• Corpus Christi is currently a"brain drain'city and has lower than average:high school
graduates,bachelor degrees,and professional degrees.

Ms. Sandate asked if the Commission would allow her to present a detailed presentation at
the February 3, 2011 Commission meeting. Ms. Sandate was granted the request to add The
Dream Act to the February agenda.

A. NAACP 41st Annual Freedom Fund Banquet— January 14, 2011
Mr. Gamboa stated the CCHRC has reserved a table for the event and asked if any
Commissioners were interested in attending the event to contact Leon Bazar (Handout attached).

South Texas Alliance of Indigenous People. (Handout attached.)

re-bless the sacred grounds of our
ancestors.

1 :00 PM
We will gather on Ennis Joslin Road @ South Padre Island Drive
Corpus Christi,Texas. We will begin with registration at 12:00.
Individual smudging begins immediately afterwards, and is strongly suggested.
Blessing of the grounds will begin about 1:00 Indian time,with procession shortly afterwards.
Regalia is encouraged, but not necessary for participation.
This march of blessing is in conjunction with our efforts
for the repatriations of our ancestors'bones buried along Ennis Joslin Road
and is approximately 2.5 miles long.
We will also be including a new,separate site on Wooldridge Road,
where we will conclude our ceremonies.
At this years blessing we would like to honor all our Native American veterans
by having them lead the procession.
We ask the recipients of this notice to share with all their family, friends, organizations, and all
people with a love of Native culture to participate in this wonderful opportunity to be a part of
Corpus Christi's forgotten history. Group banners and/or flags are encouraged to represent
your nation or group.
We are offering a commemorative t-shirt with the silhouette of the monument that will be built
on these sacred grounds. If you would like to order a t-shirt, please email the below address
and we will be happy to accommodate you. T-shirts are also available the day of the march.
All proceeds go towards the monument fund.
Note: This march is a re-blessing of the grounds. It is not a demonstration or a parade.

Mrs. Franco also reported the following:
• Legislative items to be prepared for presentation through Intergovernmental Affairs
representative (Rudy Garza) include: (1) amend Transportation Code to add "altered
placards" in addition to Counterfeit Placards — as a felony citation; and (2) change to
House Bill 1621 (2001) to change a "representative of persons with disabilities" to "a
person with a disability that is a rider of public transportation" for appointment to local
transportation boards
• February meeting of CFPWD will be dedicated to Presentation on Parks Master Plan —
staff and subcommittee reports will be presented in written format for distribution —
other partner agencies will be invited to this meeting (CBCIL, MHMR, STLFB, etc.) —
CCHRC Commissioners invited
• 7th Annual Blessing of Sacred Grounds by South Texas Alliance of Indigenous People
on January 15th, 1:00 p.m., Ennis Joslin at S.P.I.D., proclamation before City Council on
January 11th
• NAACP Banquet on January 14th, American Bank Center, 7:00 p.m., 6 seats available,
lottery drawing if we have more than six that want to attend, Chair and Vice-Chair have
first right of refusal, inform Shelley Franco immediately after CCHRC meeting if
interested
• ADA Master Plan Roll-Out targeted for presentation to City Council in February
B. Summary of Legislative Items to be Presented for Consideration
Mrs. Franco provided a summary earlier in the meeting. (Item 7.A. Department Monthly
