B. REQUESTS FOR EXCUSED ABSENCES
Motion to excuse Robert Adler, Kathleen Cooper, Toni Davis, Pastor Derrick Reaves,
MOTION Lucy Reta, Elias Valverde and Janet Zuniga for the April 7, 2011 meeting made by
Denise Villagran and seconded by Margie Myers. Motion passed.
2. APPROVAL OF REGULAR MEETING MINUTES OF 03103/11
MOTION Motion to approve the March 3, 2011 meeting minutes as written made by Margie Myers
and seconded by Zachary Zepeda. Motion passed.
3. PUBLIC COMMENTS (LIMITED TO 3 MINUTES)
None
4. PRESENTATIONS
A. Budget Process Overview, Leon Bazar
Leon Bazar shared information regarding the City's budget process and distributed
information regarding the Budget Open House Events. Mr. Bazar stated the City
currently has a budget shortfall of over eleven million dollars and community input is
being requested. He invited the Commissioners to attend any of the meetings listed on
the handout. The meeting which will be held on Wednesday, April 20, 2011 at 6:30
p.m. in the City Hall Council Chambers will be specifically for members of boards and
commissions. Members will have an opportunity to speak and express their concerns.
The departments continue to work on various budget scenarios and submitting them to
the budget department.

Budget Open House Events
Summary
A.series of six open house events will be conducted to give residents the option to
complete the computer based priority survey;provide additional information on the
current status of thebudget and informally ask questions regarding the budget process.
Events would begin at 4:30 p.m. and end at 6:30 p.m. and have no formal presentation
rather a come and go atmosphere for residents to include their input and visit with various
department personnel attending each open house.

5. CHAIRPERSON'S REPORT
A. Review and Approval of Recommended "DREAM Act" Resolution
Mr. Gamboa stated the Commission and the Legal Department are still researching
and reviewing the draft resolution. Mr. Gamboa requested to defer the Review and
Approval of Recommended "DREAM Act" Resolution until the May 5, 2011 meeting.
6. SUBCOMMITTEE REPORTS
A. Housing Subcommittee— Fair &Affordable Housing Seminar, April 16th
The Fair &Affordable Housing Seminar scheduled for April 16, 2011 was canceled
due to representatives Gary Sweeney and Bob Jones unable to attend the event.
B. Committee for Persons With Disabilities — Meeting of 04106111
Abel Alonzo reported the following:
• A presentation by Green-N-Go Cabs
• Parks and Recreation ADA Master Plan will be presented to City Council on April 26th
C. Education Subcommittee— No Report
D. Disparity Subcommittee— No Report
E. Health Disparity Subcommittee— No Report
7. HUMAN RELATIONS ADMINISTRATOR'S REPORT
A. Department Monthly Performance Report Review
Leon Bazar reported the following:
• Closed 7 EEOC cases — 34.6% of goal
• Large number of intakes —22 (18 were deferred to EEOC in San Antonio)
• Closed 1 Housing case —60% of goal
• Accessibility Grievances —4
• Public Accommodations —8
• Technical Reviews —7
• Project Reviews — 6
• ADA Trash Assistance— 11
B. CDBG Housing Outreach Update—Walter Bryant
Leon Bazar reported there were ten sessions of outreach training.
[Leon Bazar announced his retirement from the City of Corpus Christi effective April 15th.]
[Abel Alonzo resigned as Chairperson for the Committee For People With Disabilities
effective April 8th.]
