MOTION B. REQUESTS FOR EXCUSED ABSENCES
Motion to excuse Lucy Reta for the June 2, 2011 meeting made by Robert Adler and
seconded by Toni Davis. Motion passed.
MOTION 2. APPROVAL OF REGULAR MEETING MINUTES OF 04/07/11
Motion to approve the April 7, 2011 meeting minutes as written made by Margie Myers
and seconded by Denise Villagran. Motion passed.

5. CHAIRPERSON'S REPORT
A. Introduction of Sylvia Wilson, Interim Director of Human Relations
Sylvia Wilson stated she has been in the Human Resources field for twenty-eight
years. Mrs. Wilson has been employed by the City of Corpus Christi — Human
Resources Department since May 2004. Mrs. Wilson was assigned / transferred to the
Human Relations Department as Interim Director in mid May 2011.
B. Introduction of Carlos Aguinaga
Carlos Aguinaga was not present at the meeting.

C. Discussion, Nomination and Approval of Commission Vice-Chairperson
MOTION Mr. Gamboa asked the Commissioners if there were any nominations for the Vice-
Chairperson vacancy. Edna Arredondo nominated Denise Villagran as Vice-
Chairperson. Motion to approve the nomination made by Elias Valverde and seconded
by Robert Adler. Motion passed.
D. Review and Approval of Recommended "DREAM Act" Resolution
Mr. Gamboa stated a revised copy was provided to the Commissioners in their packets
MOTION and asked if there were any questions or amendment requests. Motion to approve the
DREAM Act Resolution as written made by Elias Valverde and seconded by Denise
Valverde.
The Resolution was passed by the following majority vote:

Re-Appointments
Mr. Gamboa stated he contacted and notified the Commissioners that they were eligible
for re-appointment and reported the following:
Ramiro Gamboa interested in re-appointment
Kathleen Cooper interested in re-appointment
Robert Franklin interested in re-appointment
Pastor Derrick Reaves interested in re-appointment
Jacob Sendejar (Youth) interested in re-appointment
Zachary Zepeda (Youth) re-appointment not confirmed by Youth Commissioner
Janet Zuniga (Youth) interested in re-appointment
Motion to approve and forward the recommendations to the City Secretary's office for
MOTION review and approval by the Mayor and City Council made by Jacob Sendejar and
seconded by Elias Valverde. Motion passed.

6. SUBCOMMITTEE REPORTS
A. Housing Subcommittee— No Report
B. Committee for Persons With Disabilities — Meeting of 06/01/11
Abel Alonzo reported the following:
• Corpus Christi Parking Control Supervisor, Marc Denson, reported that there was a
recent House Bill that was approved by the House of Representatives in reference to
ADA placards and the people who alter them or use them inappropriately. The law
states that it is now going to be a felony and he wants to go out into the community and
educate people about the new law and also make some presentations at the local
colleges, universities and apartment complexes where they have some concerns about
people who are inappropriately using ADA parking spots. Mr. Denson asked for the
Corpus Christi Human Relations Commission's support to follow through on those
actions. Mr. Alonzo acknowledged Leon Bazar for his initiative and leadership while he
served on the Committee For Persons With Disabilities since this has been the second
House Bill that has been passed through his leadership.
• Ex-Committee Chairperson Crystal Lyons gave a presentation regarding ADA
transportation and other issues.
• The Committee plans to nominate Crystal Lyons for the Governor's Trophy Award and
the Committee For Persons With Disabilities for the Martha Arbuckle Award of The
Texas Governor's Committee on People with Disabilities Employment Awards. The
deadline for the nominations is June 30, 2011.
MOTION Motion to return to Item #3 Public Comments made by Jacob Sendejar and seconded by
Robert Adler. Motion passed.
Samantha Sandate thanked the Corpus Christi Human Relations Commission for allowing
her to give a presentation and for their support of the Dream Act Resolution.

7. HUMAN RELATIONS ADMINISTRATOR'S REPORT
A. Department Monthly Performance Report Review
Sylvia Wilson provided the Commissioners with copies of the May 2011 Monthly
Performance Report. Highlights were shared with the Commissioners. Mrs. Wilson also
reported she attended a required EEOC Training Conference in Chicago, IL. June
Martinez also attended the National Fair Housing Training Academy in Washington, DC.
Mrs. Martinez attended the Accessibility for Investigators and Conciliation for Investigators
training. Mrs. Martinez explained a Letter of Determination with a cause finding that was
mailed out with an invitation for a Conciliation Meeting to take place. If the conciliation
efforts are refused, the Commission may have to issue a formal charge of discrimination
to be filed in District Court. If necessary, that may warrant a need to request a special
Commission meeting later in the month to review and make a determination.

1.June Shultz Martinez recently attended 2 National Fair Housing Training Academy courses:Asscessibility for Investigators and Conciliation for Investigators.
2.Letters of Determination with Cause Findings with an invitation fur a conciliation meeting were mailed this week. If conciliation efforts refused,CCHRC may ha to
to issue formal charge of discrimination to be tiled in District Court. Otis may warrant need to request a special HRC meeting to review and make determination.
3. 3 other HUD cases may involve consultations with Legal to request District Court Orders of Enforcement pertaining to 3 suponeoas that had been
approved the HRC.
B. Commissioners Contact Information Update
Sylvia Wilson asked for verification of Commission member's contact information. Each
Commissioner received a memo with their current contact information. Commissioners
were asked to verify their information and return the memo to Patsy Garcia. Mrs. Garcia
stated she received most of the Commissioners contact information and only Carlos
Aguinaga, Robert Franklin and Zachary Zepeda have not provided their information.

Sylvia Wilson reported on the International Association of Official Human Rights
Agencies (IAOHRA) Conference. Although the Commission has not been a member of
IAOHRA for the past two to three years due to budget constraints, the Commission was
invited to attend since the conference will be taking place in Austin, TX. Any
Commissioners interested in attending may do so at their own expense.

year
Hello Ms. Wilson,
I chair of the City of Austin Human Rights Commission. We have been awarded a bid to host the 2011
International Association of Official Human Rights Agencies (IAOHRA)conference here in our great city
of Austin. I do not know if your office has been contacted yet but I wanted to personally extend an
invitation to you and your office to participate in helping us"show off'the great state of Texas to our
national partners.
As you may know, IAOHRA is the oldest professional membership organization (62 years in existence) for
state and local government civil and human rights law enforcement agencies in the nation. We also have
human relation partners in Canada and Mexico.
The conference will take place August 27-August 31, 2011 at the Sheraton Austin Hotel at the Capitol,
Austin, Texas. This year's conference theme is-ill-lying the Legacy.Honoring the Past."Our theme will
challenge conference delegates to focus on the many challenges that lie ahead for civil and human rights
issues still affecting communities and businesses. We will also have a memorable reception at the LBJ
Presidential Library situated on the UT campus grounds.
This year we will continue our look at issues of shifting demographics, organized labor, immigration, bias
crime, employment discrimination case law, and prevention strategies. As you are aware the conference
brings together civil and human rights enforcement agencies and professionals from all over the country
to engage in education and training in managing conflicts, equal opportunity in housing and employment,
leadership development, and the concerns of corporate America as its grapples with an ever changing
diverse workplace. In attendance will be human relations leaders and mediation organizations from
across the country and around the world.
Additionally, I have submitted an award request to our national conference chair in recognition of a home
raised Texan, champion civil rights and a Corpus Christi legacy, the late Dr. Hector P. Garcia, in hopes
that the many contributions this great gentleman and humanitarian has made stay alive. Dr. Garcia was
also served as the first Mexican-American to serve on the United States Commission on Civil Rights
during the Johnson administration.
So, I graciously invite you to become a part of this conference either through you and your staff
attendance and or a letter from your office supporting our conference this year.

D. Budget Update
Sylvia Wilson reported there was no update. The budget process will continue to take
place in June and July. Mrs. Wilson stated that she wanted to make the Commissioners
aware of upcoming public budget meetings that were scheduled for Wednesday, June
15th and Thursday, June 16th at 6:00 p.m. in the City Hall Council Chambers.
