[Mr. Gamboa asked new Youth Commissioner, Brianna Mendiola, to introduce herself to the
Commissioners. Ms. Mendiola stated she is a sophomore student at Moody High School and
excited to represent the youth of Corpus Christi.]

5. CHAIRPERSON'S REPORT
A. Commissioners Re-Appointment/Appointment to the Human Relations
Commission
Mr. Gamboa stated everyone on the list for re-appointment was re-appointed by the City
Council for another term. Mr. Gamboa also stated he has some questions concerning
absences and he will address those absences with the appropriate Commissioners.

B. Update on Subpoena Issue; U.S. Department of Housing and Urban
Development Case
Human Relations Compliance Officer, June Martinez, updated on the following:
CAUSE CASE PROPOSED
SUMMARY
Discrimination Complaint received 01/28/2010 and amended during the course of the investigation to
include the issue of retaliation.
The case met jurisdictional standing requirements for:
- Timeliness
- Covered Issues(Terms& Conditions;Retaliation;Harassment)
- Covered Basis(Sex-Female;Retaliation)
- Covered Respondent
- Covered Complainant
- Met or exceeded required number of dwellings
- Retaliation—for protesting prohibited housing practices
The Complainant alleged numerous violations (approximately 16 types of violations, some with
numerous occurrences of that violation).
(NOTE: Overlapping VAWA and Gender/Sex(Female)issues, as well as Retaliation)
Examples of issues:
- Threat of eviction. Respondent threatened Complainant with eviction, if she failed to pay for
damages to apartment, caused by ex-boyfriend. The Respondent did not seek reimbursement of
damages from the person who did the damage. (Gender/VAWA issue)
- Costs of Apartment damages. Complainant had to pay for damages caused by a man,who was
convicted of burglary to a habitat,who was stalking and harassing her. She provided proof she
was part of the VINE Program. (Gender/VAWA issue)
- Unfavorable references to future landlords. Respondent referenced that Complainant's ex-
boyfriend caused damage to her apartment. That there were domestic disturbances. Etc.
(Gender/VAWA issue)
- Delayed interim recertification to allow for lower rate of rent entitlement(approximately 8-
9 months). (Recertification paperwork showed Complainant was entitled to $0.00 payment for
rent, all rent should have been subsidized/offset by HUD payment. However,Respondent
required Complainant to continue to pay rent,resulting her having to borrow money from family
and friends, during interim.)
- Retaliation/Harassment—Warning Letters;Threat of Eviction;Not allowed to talk with
Manager; False Write-Ups;Refusal to Correct Reference Letter;Refusal to process Interim
Recertification Paperwork.
We focused on outside sources for some of the supporting evidence, such as:
- CCPD and Police Reports
- Nueces County Department of Human Services and Rental Assistance/Social Services
- VINE Program
- Reference to a prospective landlord
- Witness testimony
- Physical evidence

and reported that the parks listed in the litigation are 90% accessible

PowerPoint Presentation regarding the Functional Needs Support Services Team
• The Committee presented Leonides G. Bazar with a plaque for his years of service to
the CFPWD

B. The Dream Act Update
Mr. Gamboa stated he met with the Legal Department. Mr. Gamboa plans schedule a
meeting with Mayor Joe Adame and also request to place the item on the agenda for
review and approval by the City Council.
C. Budget Update
Sylvia Wilson stated there have been various discussions regarding the City's budget;
however, nothing has been approved. Mrs. Wilson informed the Commission the first
reading will be in about two weeks followed by the second reading in about three weeks.
Mrs. Wilson will keep the Chairperson and Commissioners informed regarding concerns
of the Human Relations Department via e-mail or by phone as more information
becomes available.
8. IDENTIFY ITEMS TO BE PLACED ON NEXT AGENDA
• Discussion and Approval of CCPD Parking Control Enforcement Actions Resolution
• Proposed Changes to Amend Section 24-55 of the Code of Ordinances Regarding
