4. - PRESENTATIONS
A. ADA Transition Plan —Jamie Pyle, Engineering Department
Jamie Pyle (Engineering Department) and Ruben Perez (LNV, Inc. ADA Master Plan
Project Manager) presented an informative PowerPoint presentation regarding the ADA
Transition Plan. Various questions and concerns were discussed during the meeting.
The presentation was as follows as well as an additional handout provided to the
Commissioners (LNV ADA Master Plan Street List and Limits — Final).

• Address the city's pedestrian infrastructure needs as mandated by the Americans
with Disabilities Act(ADA) and Title II
• Continue the progress that has been achieved based on the city's ADA Transition
Plan which addressed curb ramp improvements but did not map or quantify
proposed ADA accessible routes within city
• Specifically includes:
•mapping of proposed ADA accessible routes interconnecting locations of
interest across the city along arterial and collector streets
•an existing condition inventory of curb ramps, sidewalks, and other pedestrian
elements along the proposed ADA accessible routes
•identification of ADA deficiencies along those routes
•projected construction costs to address the identified deficiencies
•proposed schedule for the construction of the pedestrian infrastructure
improvements
•identification of potential funding sources to fund the improvements

* Approximately 300 miles(5,685 curb ramp locations)of city streets are included
in pedestrian infrastructure evaluations along proposed ADA accessible routes
* 34% of existing curb ramps are compliant
* 40%of intersections have no curb ramps at all
* Approximately 63%of existing sidewalks are accessible
* No sidewalks exist on 27%of the total length of proposed accessible routes
Proposed ADA Accessible Routes were chosen based on the interconnectivity they
provide between various places of interest within the City,ranked by priority:
1. City/State/Public Buildings
2. Transportation Routes
3. Schools/Hospitals/Senior Centers/Homeless Shelters/Recreation Centers/
Public Attractions/Other places of Public Accommodation

(1)identified concentrated areas of need,

ADA Master Plan is dependent on the availability/amount of funding allotted.
Therefore, the schedule presented is based on the phasing of the ADA Master Plan, not
dates.

There are several potential funding sources for the ADA Master Plan
pedestrian infrastructure improvements.
• The City of Corpus Christi Bond Program
• Partnership/Funding Agreements with the Regional Transportation Authority
(RTA)
• Community Development Block Grants (CDBG)
• Coordinated Efforts with the Corpus Christi Nletropolitan Planning Organization
(MPO)and/or the Texas Department of Transportation (TxDOT),including Safe
Routes to School and/or Enhancement Projects
• Indirect Funding through the selection of Street Improvement and/or Utility
Projects along proposed ADA Accessible Routes

As ADA Master Plan infrastructure projects are planned, designed, and constructed,
the following measures/milestones are projected for each phase:
Phase 1
*Arterial and Collector streets interconnecting City/Public Buildings will be
addressed
*All improvements identified in the City's ADA Transition Plan will be completed
*Improvements will include approximately:
• 1,100 curb ramps,
• 24 miles of existing sidewalk will be improved, and
• 7 miles of new sidewalk will be constructed.

Coordinated effort of Engineering Services, Human Relations, and the Mayor's
Committee For Persons With Disabilities will include:
• Community outreach meetings to solicit feedback and answer questions
held,
• At least one meeting targeting agencies and advocacy groups
representing citizens with disabilities and mobility challenges.
• Review and comment input forms will be available on the City's website
by the end of October.
The outreach process is expected to be completed within a two month period.

The ADA Master Plan:
1) helps to identify and prioritize accessible route needs
2) will identify progress that has been made
3) will allow citizens and visitors to identify accessible routes for their
transportation needs on the City's internet website
4) will provide aid in obtaining critical funding opportunities such as State and
Federal Grants

LEGAL DEPARTMENT
RESOLUTION
SUPPORTING CCPD PARKING CONTROL AND THE ADOPTION OF
AN ORDINANCE THAT WOULD AUTHORIZE THE CITY TO ATTACH
OUTSTANDING DISABLED PARKING VIOLATIONS TO VEHICLE
REGISTRATION RENEWALS.
WHEREAS, one of the goals of CCPD Parking Control is to protect the rights of persons
with disabilities; and
WHEREAS, CCPD Parking Control, through an innovative spirit and empowering
management style, has increased public awareness and enhanced enforcement of
disabled parking violations and the misuse of disabled parking placards; and
WHEREAS, CCPD Parking Control was instrumental in passing House Bill 1473 which
made it a Class A misdemeanor to use an altered disabled parking placard and imposes
a maximum fine of $4,000; and
WHEREAS, CCPD Parking Control recognizes that approximately 43.5% of disabled
parking violations are outstanding; and
WHEREAS, CCPD Parking Control thinks it is in the best interest of the City to adopt an
ordinance that would authorize the City to attach outstanding disabled parking violations
to vehicle registration renewals;
NOW, THEREFORE, BE IT RESOLVED BY THE CORPUS CHRISTI HUMAN
RELATIONS COMMISSION THAT:
SECTION 1. The Corpus Christi Human Relations Commission hereby proclaims its
support of CCPD Parking Control and recommends that the City Council of the City of
Corpus Christi adopt an ordinance that.would allow the City to attach unpaid disabled
parking violations to vehicle registration renewals.

B. Update Pertaining to U.S. Department of Housing and Urban Development Fair
Housing Investigations Case Numbers 061004878, 061100258, 061100558,
request for Subpoena
Sylvia Wilson stated the above mentioned cases were brought to the Commissioners
attention in previous months pertaining to getting the Commission's approval to
proceed with a subpoena to force the respondent (same respondent for all three cases)
to provide information for the investigation. Mrs. Wilson stated the department went to
the Commission and asked for permission to move forward with an enforcement of the
subpoena process. The department continued the process. The judge asked to be
briefed from the Legal Department Chief Litigator, Alison Logan. During the
department's annual HUD audit, the HUD — San Antonio Office advised that as long as
the department had done everything the department possibly could do in good faith
effort to try to obtain information, the department could continue with a letter of
determination based on the information that was provided. The department is moving
forward and the Letter of Determination is currently in draft status.

• Announcement Reminder: The Employment Alliance for People with Disabilities - Job
Fair— Friday, October 21, 2011 . A proclamation will be presented at the October 18,
2011 City Council Meeting. Mrs. Wilson invited the CCHRC members to be present
when the proclamation will be presented to the Employment Alliance for People with
Disabilities. The following flyer was distributed to the Commissioners.
• Announcement Reminder: The 3rd Annual Walk `n Roll Event will be held on Saturday,
October 15, 2011, 6:00 a.m. — 12:00 Noon at the Bayfront Water Park.
C. Education Subcommittee — No Report
Youth Commissioner, Janet Zuniga, provided two updates:
• Ms. Zuniga spoke to the West Oso high School Supervisor and they agreed that
Youth Commissioners would be allowed the opportunity to speak to students at the
school sometime during the school's Homecoming events. An update will be provided
at next month's CCHRC Monthly Meeting.
• Ms. Cooper has been trying to contact Texas A&M University-Corpus Christi -
Student Activities Coordinator. An update will be provided at next month's CCHRC

Currently recruiting for ADA Compliance Officer to assist with ADA Accessibility and Public Accomodation inquiries and investigations.
B. Department Update
Mrs. Wilson reported she was chosen to fill the Human Relations Administrator position.

C. Number of People Registered on 211
Sylvia Wilson reported at one of the past meetings there was a presentation regarding
emergency preparedness and there was a question raised as to how many people are
registered on the 211 system. Per Billy Delgado, Interim Emergency Management
Coordinator provided Ms. Wilson with the following information for each year:
• FY 2011 — 414 registered
• FY 2010 — 700 registered
• FY 2009 — 208 registered
• FY 2008 — Over 900 registered
• FY 2007 — 234 registered
• FY 2006 — 144 registered
Ms. Wilson stated the Emergency Management department assigned six firefighters to
make phone calls. The firefighters reported they received no response from citizens
and that may be why the numbers dropped from 700 in 2010 to 414 in 2011.
