CALL TO ORDER JAN 2 3 2012 Chairperson Ramiro Gamboa called the meeting to order at 5:00 p.m. CITY SECRETARY'S OFRCE A. REQUESTS FOR EXCUSED ABSENCES MOTION Motion to excuse Lucy Reta, Carlos Aguniaga,'and Elias Valverde for the December 1, 2011 meeting made by Commissioner Adler and seconded by Commissioner Davis. Motion passed. 2. APPROVAL OF REGULAR MEETING MINUTES OF 08104111 MOTION Motion to approve the November 3, 2011 meeting minutes made by Commissioner Cooper and seconded by Commissioner Adler. Motion passed. 3, PUBLIC COMMENTS (LIMITED TO 3 MINUTES) , None 4. PRESENTATIONS A. CCHRC Youth Commissioners Presentation Janet Zuniga presented the EEOC-- Understanding Discrimination and Your Rights In The Work Place, Youth @ Work presentation, the same presentation also presented to students during the month of November at Texas A & M University. See Attachments SCANNED Page 1 of 4 V 5. CHAIRPERSON'S REPORT A. CCHRC Vacancy Subcommittee Update Chairman Gamboa stated that the Subcommittee has not yet met with Sylvia Wilson. Chairman Gamboa thanked Commissioner Adler on behalf of the CCHRC for the time he has served with the Commission. Chairman Gamboa requested, before the next meeting, that Commissioners Adler, Myers, Davis, and Cooper get together with Sylvia Wilson to select a replacement for Commissioner Adler. 6. SUBCOMMITTEE REPORTS A. Housing Subcommittee— No Report B. Committee for Persons With Disabilities — NO Report— Meeting of 12107/11 C. Education Subcommittee— No Report Youth Commissioner, Janet Zuniga, provided presentation: • Understanding Discrimination and Your Rights In The Work Place as on PowerPoint. Disparity Subcommittee— No Report 7. HUMAN RELATIONS ADMINISTRATOR'S REPORT A. Department Monthly Performance Report Review Patsy Garcia provided the Committee members with the Department November 2011 Monthly Performance Report. Highlights were shared with the Committee. • EEOC Closures —4 • HUD Fair Housing Closures — 3 • EEOC Charge Write-Ups, Perfected and Completed and sent to SAFO within 8 Days — 7/1 • EEOC Charges Closed within 180 Days —4/3 • HUD Fair Housing Complaints — 3 out of 8 were closed within 10 Days • Training Session or Community Meetings — 1 • ADA Citizen Complaints —2 • Public Accommodation Inquires or Results — 14 • ADA Trash Service Assistance — 8 • ADA Technical Assistance — 3 • Plan Reviews and Site Visits — 1 • The Solid Waste Operations and Legal Departments asked Human Relations to review the process. Patsy Garcia and a temporary employee the department hired have done an excellent job in creating and finalizing the process and have sent out 110 audit letters for verification of eligibility. B. Department Update Patsy Garcia reported since her promotion, the Management Aide position has been posted. The posting closed November 17, 2011.
