CALL TO ORDER Chairperson Gamboa called the meeting to order at 5:00 p.m. A. REQUESTS FOR EXCUSED ABSENCES MOTION Grace Roberson for 217113 monthly meeting. APPROVAL OF REGULAR MEETING MINUTES OF 01/03/13 MOTION Motion — Joel Mumphord Second — Elias Valverde Pass 4. PUBLIC COMMENTS (LIMITED TO 3 MINUTES) The Public Comments was opened with no one coming forward the public comments were closed. 5. PRESENTATIONS A. Operation Proud Partnership — by Tracy Cantu, Neighborhood Services Ms. Cantu stated the partnership first began in September 2012 and involves various City departments to help assist the community. Ms. Cantu gave a PowerPoint presentation to the Commissioners. This presentation followed by questions and brief discussion by the some of the commissioners. (A copy of the presentation is attached at the back of the minutes) B. Disparity Study— Michael Barrera, Assistant Director, Finance Department Mr. Barrera reviewed and discussed with the commissioners a PowerPoint presentation handout on Minority/HUB Report by the Purchasing Division. This presentation was followed by discussion, as Mr. Alonzo stated he was unsatisfied with Mr. Barrera's Page 1 of 10 report and indicated the numbers given were poor. Mr. Alonzo then asked Mr. Barrera if he was planning on giving another presentation to City Council. Mr. Barrera stated that he had never given a Minority/HUB presentation to City Council before. Mr. Alonzo then stated if the Commission doesn't have the authority to bring this information forward to City Councils attention then he would take the data information given to him to City Council himself as a concerned citizen under "Public Comment" during a future City Council meeting. After further discussion between Mr. Barrera and some Commissioners, Chairperson Gamboa stated he would look into how or if the Commission would be able to assist by either creating a resolution or recommendation to City Council. Mr. Gamboa then indicated to Mr. Alonzo he was more than welcomed to present the information to City Council as citizen on his own and also stated that doing so would be a problem. MOTION 6. DISCUSSION / EDIT DRAFTED RESOLUTION TO PROMOTE CITY PARTICIPATION WITH THE TEXAS DIVERSITY COUNCIL OF THE COASTAL BEND After taking a few moments to read the draft resolutions distributed to the Commission prior to the beginning of the meeting, Chairperson Gamboa asked if any Commissioners had any edits or additions to make. With no Commissioners coming forward with any edits or Mr. Gamboa requested a motion be made to give the two drafted resolutions to legal. Motion —Abel Alonzo Second — Kathleen Cooper Pass 7. CHAIRPERSON'S REPORT - A. NAACP 43rd Annual Dr. Martin Luther King Banquet, January 25, 2013 Chairperson Gamboa thanked Commissioners and staff who volunteered as host and hostess. B. LULAC Leadership Banquet, February 21, 2013 Chairperson Gamboa stated the LULAC banquet will be recognizing numerous of individuals as leaders throughout the community and announced the CCHRC Vice chairperson Abel Alonzo is one of the individuals to be presented with the Advocacy Award. Mr. Gamboa then offered to sponsor a table on behalf of the Commission for any commissioners interested in attending the event. 8. SUBCOMMITTEE REPORTS A. Housing Subcommittee — Update by Margie Myers Ms. Myers stated because unemployment has climbed up to 7.9% interest rates have reamed low and stated now is the time for individuals to buy if interested in owning their own home. Ms. Myers then mentioned a home buying help program called "My First Texas Home" which isn't a bond program and individuals interested don't have to be a first time home buyer, also the first time home buyer is waved for qualified veterans. Ms. Myers then stated HUD has come up with a new program for the public private sector called "Rental Assistance Demonstrations" (RAD) which has rewarded preserved and enhanced money to 278 units of affordable housing in Austin, Fort Worth and McKinney. Committee for Persons With Disabilities - Update on 01/02/13 Meeting Update by Donnie Contreras CFPWD Committee member Donnie Contreras sitting in on behalf of Chairperson Vargas to give a brief update on the 01/02/13 Committee Meeting. C. Education Subcommittee — Update by Kathleen Cooper Ms. Cooper stated she spoke with the assistant of Mr. Elliff's, CCISD Superintendent regarding getting the Youth Commissioners in to the schools and is expecting to get back into contact with her within a week or so. Ms. Cooper then stated she contacted KEDT Public Broadcasting TV station and Channel 3 TV about a public service announcement and interview with the Youth Commissioners and is expecting to hear back from them as well. She also contacted Mr. Barrientez who is media teacher with Miller High School and whom is excited about doing a video. D. Disparity Subcommittee — Update by Mike Barrera was given under Item 5, Presentations. E. Goals Subcommittee — Update by Edna Arredondo Ms. Arredondo stated she currently had nothing to report. Chairperson Gamboa stated that he and subcommittee members, Edna Arredondo and Elias Valverde, will meet to prepare for the 2nd Annual Retreat with the CCHRC, CFPWD, RTAC along with other possible entities. 10. HUMAN RELATIONS ADMINISTRATOR'S REPORT A. Department Monthly Performance Report Review Mrs. Wilson provided the December 2012 Monthly Performance Report with highlights of division activity provided. Ms. Arredondo asked how the TARPS audit was conducted, Ms. Aparicio explained the process. (A copy of the report is attached at the back of the minutes) B. Texas Public Information Act Update Form if any changes to your contact information. Ms. Butler stated per City Secretary's office, should any commissioners have any change in contact information please fill out a new form other than just the Human Relations office email or verbal communication of any change.
