Corpus Christi Human Relations Commission Summary of Minutes for March 7, 2013 Commissioner Mumphord called the meeting to order. Ms. Aparicio began roll call, she was MOTION stopped by legal advisor Jody Leake stating the Commissioners needed to vote to nominate a Pro-Tem Chairperson prior to the start of meeting being. Brief discussion was followed. A motion to nominate a Pro-Tem Chairperson was made by Commissioner Cooper and Second by Commissioner Valverde. Motion passed. Commissioner Cooper nominated Joel Mumphord. The nomination was second by Commissioner Kramer the nomination was passed. Mrs. Wilson announced Commissioner Joel Mumphord as the Pro-Tem Human Relations Chairman for the 03107113 meeting. 1. CALL TO ORDER Pro-Tem Chairperson Mumphord called the meeting to order at 5:10 p.m. A. APPROVAL OF REGULAR MEETING MINUTES OF 02/07/13 MOTION Motion — Mickey Kramer Second —Toni Davis Pass 4. PUBLIC COMMENTS (LIMITED TO 3 MINUTES) The Public Comments was opened; no comments made. 5. PRESENTATIONS A. HOMELESS ISSUE PARTNERSHIP — JESSE ELIZONDO, DIRECTOR OF SOCIAL SERVICES, THE SALVATION ARMY Mr. Elizondo stated the Homeless Issue Partnership is a coalition of agencies, individuals and businesses which address or resolving issues related to homelessness in the costal bend through action resources and education. Mr. Elizondo mentioned the Homeless Issue Partnership meets every 2nd Thursday of the month. As Mr. Elizondo Page 1 of 4 continued his verbal presentation to the Commission he informed them of the following events held by the Homeless Issue Partnership board members: 1. National Homeless Week Proclamation and 2. Homeless Awareness Walk held November 1 st; 3. Homeless Memorial held in December; 4. Point In Time Survey held in January; and 5. Resource Fair held in April. This presentation was followed by questions and comments by Commissioners and Commissioner Staff Member Mrs. Wilson. 6. DISCUSSION 1 POSSIBLE ACTION ON DRAFT RESOLUTION TO PROMOTE CITY PARTICIPATION WITH THE TEXAS DIVERSITY COUNCIL OF THE COASTAL BEND Mrs. Wilson reported on behalf of Chairperson Vargas stating discussions are taking place to see if City funds will be available to participate with the Texas Diversity Council of the Costal Bend. 7. DISCUSSION ON COUNCIL MEMBERS ATTENDING BOARD/COMMITTEE MEETINGS Mrs. Wilson stated this item was placed on the agenda due to some confusion on the Committee for Persons with Disabilities asking or inviting the Mayor or City Council Members to attend the meeting or make presentations. Ethical concerns prohibits the Mayor or City Council from doing so. The Mayor and City Council Members are reminded of this issue every week when they receive the City Managers report. The Mayor and City Council Members are welcomed to attend any City Commission, Committee or Board Meeting to sit in and observe the meeting and if they want to participate during public comments they may do so only to speak about their own personal endeavors and not discuss City business 8. CHAIRPERSON'S REPORT A. LULAC Leadership Banquet, 2121113 Mrs. Wilson reported on behalf of Chairperson Gamboa stating he was unable to attend the event due to medical reasons. Mrs. Wilson stated the event went very well and was attended by various Commission Members and department staff. She also mentioned the Commission's Vice-Chairperson Abel Alonzo was recognized and given an award for his endeavors on being an advocate for the community and not just for people with disabilities but for the inclusion of all. 9. SUBCOMMITTEE REPORTS A. Housing Subcommittee — Update by Margie Myers No report was given due to Ms. Myers not being present. B. Committee for Persons With Disabilities — 03/06/13 Meeting Update by Carlos Vargas Chairperson Vargas give a brief update on the 03/06/13 Committee Meeting. C. Education Subcommittee — Update by Kathleen Cooper Commissioner Kramer reported the Educational Subcommittee has meet to discuss what they will do once they get into the schools as well as focusing on the Youth @ Work presentation. Mr. Kramer stated being able to get into the schools has been their main focus and have been set back while trying to coordinate with school counselors and administration. Mr. Kramer was glad to announce the CCISD councilors will be meeting with administration and have allowed the Educational Subcommittee to give a brief presentation. Youth Commissioner Elizondo Page 2 of 4 mentioned how connected he is with his Principal at Foy Moody High School. He then indicated how she is involved with the community and would more than likely allow the Educational Subcommittee do a presentation at the school. Mrs. Wilson stated the Human Relations Division is available to support the Educational Subcommittee by providing promotional material to the councilors and school. D. Disparity Subcommittee — No Report E. Goals Subcommittee — Update by Edna Arredondo No report was given due to Mrs. Arredondo not being present. Mrs. Wilson reported she had just been informed by Chairperson Gamboa that there was discussion during the 02/07/13 regular meeting regarding the 2nd Annual Retreat. This item was followed by brief discussion. 10. HUMAN RELATIONS ADMINISTRATOR'S REPORT A. EEOC February Training Update Mrs. Wilson provided the Commission with a brief update regarding her recent EEOC training on Pacific Islander and American Asian population. Mrs. Wilson stated there was discussion regarding the Pacific Islander and American Asian population being on the rise increasing by 10% within the United Sates per the 2010 Census report. Mrs. Wilson continued providing her update with stories that were told during the EEOC training. B. Department Monthly Performance Report Review Mrs. Wilson provided the February 2013 Monthly Performance Report with highlights of division activity provided. (A copy of the report is attached at the back of the minutes) 11. DENTIFY ITEMS TO BE PLACED ON NEXT AGENDA • Requested by Commissioner Kramer— Presentation/Skit from Educational Subcommittee. • Youth Commissioner Elizondo asked if discussion regarding an item in Commissioner Vargas's Committee report should be placed on the agenda as discussion. Mrs. Wilson informed Youth Commissioner Elizondo he would be given an update on the item during Mr. Vargas's update report during the next meeting. She then welcomed him to attend the Committee for Persons with Disabilities meeting to speak during public comments.
