Summary of Minutes for May 16, 2013
1. CALL TO ORDER
Chairperson Gamboa called the meeting to order at 5:04 p.m.

2. DISCUSSION AND ACTION - RECOMMENDATIONS TO FILL FOUR (4) VACANCIES
MOTION DUE TO THREE (3) TERM EXPIRATIONS OF MARGIE MYERS, ELENIE SALAZAR
AND GRACE ROBERSON ONE (1) RESIGNATION OF ABEL ALONZO
Mrs. Wilson stated the Bio Review Subcommittee unanimously voted the following potential
new appointments: realtor/selling of dwellings - Alice Aparicio Bussey (replacing Margie
Myers); Almira Flores (replacing Abel Alonzo due to his resignation);
Motion - Joel Mumphord Second - Edna Arredondo Motion Passed
The Bio Review Subcommittee unanimously voted the following potential new appointment
to fill two Youth Commissioners vacancies: Kyle James (Ray H.S.) and Faith Meza (Miller
H.S.) replacing Grace Roberson (Flour Bluff ISD H.S.) and Eleni Salazar (West Oso ISD
H.S.). Motion - Joel Mumphord Second - Kathleen Cooper Motion Passed
3. DISCUSSION AND ACTION - RECOMMENDATION TO REAPPOINT JAMIEE
MOTION CONTRERAS, ELIAS VALVERDE AND YOUTH COMMISSIONER COREY ELIZONDO
The Human Relations Commissioners voted unanimously to accept the three requests for
reappointments.
Motion - Joel Mumphord Second - Mickey Kramer Motion Passed
4. DISCUSSION AND ACTION - NOMINATION AND RECOMMENDATION OF
CHAIRPERSON
Ms. Wilson stated on a yearly base the Commissions are to nominate and recommend a
chairperson. Commissioner Joel Mumphord nominated to reappoint current Chairperson
Ramiro Gamboa. The Commission unanimously accepted and voted on Mr. Mumphord
nomination. Motion - Kathleen Cooper Second - Corey Elizondo Motion Passed

Mr. Gamboa stated this would be his last term as he will be completing his sixth year on
the Commission. Mrs. Wilson encouraged other Commissioners who may be interested in
running for Chairperson next year to seek guidance through Mr. Gamboa.
5. DISCUSSION AND ACTION - NOMINATION AND APPOINTMENT OF VICE
CHAIRPERSON
Motion to nominate Mr. Mumphord as Vice Chairperson made by Kathleen Cooper and
Second by Corey Elizondo. Toni Davis nominated Kathleen Cooper; Ms. Davis's
nomination was not second. Chairperson stated there were no third nominations. The
Commission continued with the voting process, Ms. Wilson stated Ms. Coopers received
five votes and Mr. Mumphord received four votes. Ms. Wilson announced Ms. Cooper as
Vice Chairperson. Ms. Cooper accepted her new position as Vice Chairperson
