CALL TO ORDER Chairperson Cooper called the meeting to order at 5:01 p.m. A. REQUESTS FOR EXCUSED ABSENCES Alice Aparicio-Bussey, Jaimee Contreras, Corey Elizondo and Gana 4rredende requested MOTION excused absences for the current, 05/01/14 monthly meeting. APPROVAL OF REGULAR MEETING MINUTES OF 04/03/14 MOTION During Item 3, Approval of Regular Meeting Minutes of 04/03/14, Edna Arredondo arrived at 5:03 p.m., therefore, did not need to request an excused absence as reflected in Item 2, Request for Excused Absences. Mrs. Garcia requested Item 2, Request for Excused Absences be amended. Vice-Chairperson Mickey Kramer Motioned the minutes be amended to reflect the presence of Edna Arredondo for the 05/01/14 meeting. Seconded by Joel Mumphord, Motion passed. There were no requested amendments to the 04/03/14 minutes. Motion — Elias Valverde Second — Mickey Kramer Motion Pass 4. PUBLIC COMMENTS (LIMITED TO 3 MINUTES) The Public Comments was opened with no one coming forward the public comments were closed. 5. PRESENTATIONS a. Overview of Fair Housing Complaint Process — Wanese Butler, Fair Housing Compliance Officer Mrs. Butler introduced herself as the Human Relations Fair Housing Compliance officer and Outreach Coordinator. Mrs. Butler provided the Committee with a PowerPoint presentation regarding the local HUD Fair Housing Discrimination process. (A copy of the presentation is attached at the end of the minutes) Page 1 of 4 b. Rehabilitation Loan Program — Kelly Fry, Community Development Program Officer Manager Mrs. Wilson stated unfortunately Ms. Fry is not present to give her presentation due to departmental projects and requested the presentation be tabled till next month's agenda. 6. CHAIRPERSON'S REPORT a. Tejano Civil Rights Museum Chairperson Cooper stated the Tejano house will be filled with historical artifacts on civil rights and will be hosting a dedication at the Heritage Park on Sunday, 05/04/14 at 2:30 p.m. Mrs. Cooper stated it would be important for the CCHRC to be present in showing support. Mrs. mentioned Human Relations staff will be present. 7. SUBCOMMITTEE REPORTS a. Housing Subcommittee — Update Commissioner Bussey was not present to provide an update. b. Committee for Persons with Disabilities — No update, meeting on 5/7/14 Committee Chairperson David Ramos stated the CFPWD will meet on 5/7/14. c. Education Subcommittee — Update No update. d. Disparity Subcommittee — No Report e. 50th Anniversary Subcommittee — Update Mrs. Wilson stated she recently attended a Fair Housing Conference in Fort Worth, TX and there was discussion regarding the 50th year anniversary of the signing of the Civil Rights and how various city's agreed to participate by each city doing a proclamation in the same month. Then Human Relations Division will be preparing a proclamation in July 2014. Mrs. Wilson then mentioned how the Human Relations department will be sending out invitations to a diverse group of entities to part take in the proclamation event, and how refreshments will also be provided. Brief discussion ensued. 8. HUMAN RELATIONS ADMINISTRATOR'S REPORT Mrs. Wilson provided and discussed her April 2014 monthly performance report to Commissioners. (A copy of the report is attached at the end of the minutes) 9. IDENTIFY ITEMS TO BE PLACED ON NEXT AGENDA No items were requested to be placed on the agenda.
