Summary of Minutes for August 7, 2014
1. CALL TO ORDER
Chairperson Mumphord called the meeting to order at 5:02 p.m.

After roll call, new members were asked to introduce themselves.
Youth Commissioner Saherish Surani stated she will be a sophomore at Carroll High
School this year. Youth Commissioner Hayden Sutherland stated he will be a Senior at
Miller High School this year and also mentioned how he is friends with Faith Meza a
previous Youth Commissioner who persuaded him to apply for the position.
Commissioner Lyndon Smiling stated he is a 20 year Navy Veteran, he moved to
Corpus Christi 14 years ago and never left. Mr. Smiling currently works for Sikorsky
Aircraft on the NAS Corpus Christi.
2. REQUESTS FOR EXCUSED ABSENCES
Ms. Aparicio stated Commissioner Eloy Rodriguez had not requested excused absences
MOTION for the 7/10/14 monthly meeting. Commissioners Edna Arredondo; Merced Pena and Rene
Saenz did request excused absences for 8/7/14, all other absent commissioners for the
month of 8/7/14 did not request an excuse.

3. APPROVAL OF REGULAR MEETING MINUTES OF 7/10/14

4. PUBLIC COMMENTS (LIMITED TO 3 MINUTES)

5. PRESENTATIONS
A. Rehabilitation Loan Program — Kelly Fry, Community Development Program
Office Manager
Ms. Fry Presented a PowerPoint presentation regarding various programs offered by
the department such as: Minor Home Repair Grants, Rehabilitation Loan programs and

Demolition/Replacement Loans.
Ms. Fry also discussed applicant income guidelines, operations and goals of the
department.

B. No Wrong Door—Aging and Disability Resource Center, by David Ramos
Mr. Ramos requested the presentation be tabled for the next regular monthly meeting.
Chairperson Mumphord approved request to be tabled for the 9/4/14 meeting.
C. Operation Safe Return — Emily Perez, Senior Officer of CCPD
Isaac Rodriguez, Senor Officer of CCPD provided a verbal Operation Safe Return
presentation to Commissioners. Senor Officer Rodriguez extended the invitation to
Commissioners to attend and host a Commissioners booth to promote the Human
Relations Division/Commission. The event will be held on Saturday, 8/16/14 from 10:00
a.m. till 2:00 p.m. at Sunrise Mall. Vendors will provide minimal school supplies, free
haircuts and safety awareness to the public.
6. SUBCOMMITTEE REPORTS
A. Housing Subcommittee — Update
No Report provided by Commissioner Alice Aparicio-Bussey.
A. Committee for Persons with Disabilities
Chairperson Ramos stated no report due to a quorum not met for the 8/6/14
meeting.
B. Education Subcommittee — Operation Safe Return
Chairperson Mumphord requested the names of the Commissioners on the
Educational Subcommittee. Ms. Aparicio stated Subcommittee members were
former Commissioner Kathleen Cooper; Vice-Chairperson Mickey Kramer;
Commissioner Toni Davis; along with the three new Youth Commissioners Saherish
Surani; Hayden Sutherland and Sophie Susser.
Ms. Aparicio requested commitment from the Commissioners to see who would be
attending the Operation Safe Return event. She also stated she would be attending
the event with department brochures and giveaways. Chairperson Mumphord
requested all Youth Commissioners, Mickey Kramer and Toni Davis attend the
event. Commissioner Lyndon Smiling stated he would attend and assist at the
event.
C. Disparity Subcommittee — No Report
D. 50th Anniversary Subcommittee — No Update
8. HUMAN RELATIONS ADMINISTRATOR'S REPORT
Patsy Garcia stated the Human Relations Administrator was not present due to attending
the EEOC Annual Conference. She then provided and discussed the July 2014 monthly
performance report on behalf of Sylvia Wilson. Further discussions ensued regarding the
Trash and Recycle Accommodation Services. Commissioners stated some concerns and
requested Trash and Recycle Program Service Agenda line item be placed on the next
month agenda.
