Summary of Minutes for October 2, 2014
1. CALL TO ORDER
Chairperson Mumphord called the meeting to order at 5:00 p.m.

4. PUBLIC COMMENTS (LIMITED TO 3 MINUTES)
1. Ceser Flores, Executive Director the Molina Neighborhood Centers Gym will host a
Halloween Carnival and Festivities. The event will feature games, prizes, snacks and
costume contest. Prizes will be awarded. The event will be held at 614 Horn Rd. from
6:30 p.m. to 9:00 p.m. on Halloween Night 10/31/14. Mr. Flores thanked Sylvia Wilson for
personal and departmental contributions. The Human Relations Division will host a booth
at the event.
5. PRESENTATIONS
A. Trash and Recycle Pick-Up Services (TARPS) — Christina Aparicio, Human
Relations Division
Ms. Aparicio gave a verbal presentation and provided handouts to Commissioners to
review as she discussed the process of the free service Trash and Recycle Pick-Up
Services that is provided to citizens with disabilities or medical conditions that prevent
them from pushing or pulling the carts to the curb. Brief discussion ensued as questions
and comments were acknowledged.
(A copy of the handouts are attached at the end of the minutes)
B. Homeless Ordinance Proposed Changes
Mrs. Wilson stated Susan Thorpe, Assistant City Manager is currently out of town and
unable to give the presentation, however, would like to speak with the Commission at
next month's meeting.

Ms. Thorp informed Mrs. Wilson, at this moment there is currently no ordinance specific
to homeless issues
6. SUBCOMMITTEE REPORTS
A. Housing Subcommittee — No Update
B. Committee for Persons with Disabilities
Chairperson Ramos reported the Committee didn't meet on 10/1/14 due to No
Quorum.
C. Education Subcommittee — Nominations and Appointments for Education
Subcommittee
Mrs. Wilson stated due to the contract the Human Relations Division has with
EEOC, it is important that the new members be officially nominated and appointed
as new members to the Education Subcommittee. This information is to be reflected
in the minutes.
Chairperson Mumphord asked the Commission for nominations; Adult
Commissioners nominated were Mickey Kramer, Rene Saenz and Toni Davis.
Youth Commissioners nominated were Saherish Surani, Hayden Sutherland and
Sophie Susser. All Nominations were accepted by the nominees.

8. HUMAN RELATIONS ADMINISTRATOR'S REPORT
Mrs. Wilson reported her departmental report discussing the October 2014 monthly
performance report. Mrs. Wilson stated she would like to take the opportunity to use the
public comment regarding the Molina Neighborhood Center event as an outreach event.
She then stated she would be present at the event providing departmental information and
invited Commissioners to join her.
